Summary

You will be working with the Public Affairs staff for the Agricultural Marketing Service, Office of the Administrator. The position supports the digital communications efforts of the Agency, overseeing the development, implementation, and ongoing management of agency-wide digital web technology plans and programs, including managing web development and design, information architecture, content taxonomy, metadata and content mapping, data transparency, development of new sites and templates.

Responsibilities

  • The duties may include, but are not limited to:
  • Responsible for agency website content updates and changes and making ongoing improvements to the Agency?s web presence.
  • Ensures that changes and additions to the Agency website are in line with Agency communications goals and the USDA Digital Strategy.
  • Coordinates with program senior leaders, including the Chief Information Officer and staff, as well as program IT leaders, and the Department's Office of Communications to develop web strategies.
  • Integrates the Agency?s Internet presence with other USDA systems containing public information.
  • Works with the Social Media Manager to support and incorporate the Agency?s social media efforts into the AMS website.
  • Provides short and long-term strategic direction for the overall website, based on industry trends, best practices, and cutting edge and forward-looking communications strategy and technologies.
  • Provides reports to management, develops recommendations for improvement, and integrates diverse points of view.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Developing comprehensive materials intended for use on the agency website sufficient to explain complex and controversial new programs and proposed changes to existing programs in a manner that achieves broad consensus and understanding of policies, programs, and activities.
  • Analyzing public reaction to the design, functionality and accessibility of information available on the agency's primary public communication tool, its website, in order to recommend and develop creative and fresh communication plans with the goal of minimizing confusion and achieving acceptance and understanding of activities.
  • Posting a wide variety of print and graphic media, e-newsletters through web-based software programs.
  • Establishing and maintaining effective working relationships with public contacts and employees at all levels within the organization in order to disseminate program information in the most effective way.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
