Summary

This position is located in the Department of Health And Human Services, Office of the Secretary of Health and Human Services, Office of the Chief Information Officer, headquartered in Washington, District of Columbia.

Salary Ranges:

$133,602.00 - $170,800.00* (Atlanta, GA)
$142,701.00 - $170,800.00* (Washington, DC and Rockville, MD)

* Rate limited to the rate for level IV of the Executive Schedule (5 U.S.C. 5304 (g)(1)).

Responsibilities

- Provides leadership, overall direction, and guidance to staff in the Office of the assigned area in the operations or within the OCIO; assures implementation of program goals and objectives, develops long-range plans, identifies problem areas, and develops ways to resolve complex and often controversial and/or precedent-setting issues.

- Implements and monitors the OCIO Cyber Security program, as well as, implements Federal Information Security Management Act (FISMA) and Information System Security and Privacy requirements for the production operating environment, including classified and unclassified IT and telecommunications systems.

- Responsible for planning, organizing, coordinating, implementing, and managing the activities required to maintain the operations program in compliance with the Clinger-Cohen Act, Paperwork Reduction Act, Freedom of Information Act (FOIA), DHHS Chief Information Officer (CIO) and Chief Information Security Officer (CISO) guidance, and other related Federal guidance and best practices.

- Provides technical reviews of and develops recommendations for system security certification, Authorization-to-Operate requirements and processes of OCIO and DHHS customer general support systems and major applications.

- Acquires and manages the necessary resources, including leadership support, financial resources, and key security personnel, to support IT security goals, and reduce overall organizational risk; provides overall leadership and direction for staff; plans and coordinates development of work assignments, special projects and priorities; approves leave, evaluates performance, and provides advice and counsel.

Qualifications

Basic Requirement : All applicants for this position must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience : In addition to meeting the Basic Requirement candidates must also:

Have at least one year of specialized experience at the GS-14 grade level in the Federal service or equivalent, (1) Providing advice, consultation, and analysis on IT, telecommunications and system; (2) Managing the implementation, administration, and maintenance on classified and unclassified IT and telecommunications systems; and (3) Establishing policies and guidelines to ensure programs and system are in compliance.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
