Performs professional accounting tasks in order to properly account for, manage, and execute funding for Business and Support Services Division (MR) Division and support activities. Works in collaboration with program and/or support managers, the Manpower and Reserve Affairs (M&RA) Financial Manager, and Finance Branch staff to properly execute the MR Appropriated Fund (APF) and Nonappropriated (NAF) budgets in a timely manner. Works in collaboration with program and support managers and Finance Branch staff to research, analyze, and resolve complex accounting, budgeting, and financial management issues. Communicates with other staff members in order to find team-based solutions and efficiencies in financial processes. Coordinates all decisions with all affected parties in advance of implementation to ensure that managers are involved with and committed to implementation of new processes and procedures.

In collaboration with the Controller, manages the budgeting of APF and NAF funding for all MR programs and support activities; ensures Marine Corps Community Services (MCCS) programs and support activities are funded from proper sources and ensures respective funding streams are properly identified in annual budgets to meet MCCS goals. Independently determines the scope of studies. Works with program and support managers to ensure that procurement actions are executed from the proper funding stream, are properly coded, and properly crafted to ensure timely execution. Works with program and support managers to ensure the execution of quarterly obligation funding levels. Determines compliance with regulations, reasonableness of estimates and sufficiency of justifications. Informs Controller and Assistant Controller of financial impact and discrepancies.

In collaboration with the Controller, manages the Uniform Funding and Management (UFM) program; oversees the execution of all UFM Memorandum of Agreements; coordinates billing and payment; ensures that accounting for UFM in both the APF and NAF system is in compliance with policy, guidance, and organizational goals.

Ensures proper accounting treatment of program and support financial transactions; proper application of generally accepted accounting principles for NAF transactions; proper application of appropriation and contract law where applicable; and proper metric accounting for program and support costs.

Develops, maintains, and manages the APF budget as prescribed by the M&RA Financial Manager, MR CFO, higher headquarters, and policy directives. Develops, maintains, and manages the NAF budget as prescribed by the MR CFO, higher headquarters, and policy directives. Develops and delivers budgeting training for MR staff as needed.

Researches, analyzes, and provides routine and ad-hoc reports that summarize APF and NAF execution for program and support managers and MCCS staff. Develops and maintains financial reports that allow program and support managers to monitor financial operations. Provides standard budget execution reports to program and support managers. Produces detailed financial analyses that are useful in making management decisions. Recommends management actions when financial data shows emerging opportunities, unfavorable trends, or deviations from published plans. Routinely meets with management and helps formulate effective financial strategies; advises management in analyzing and interpreting financial data for managerial decision-making; collaborates with managers at all levels and with the various sections within the Finance Branch.

Compiles and submits routine and non-routine responses to data requests from management and higher headquarters that may include Program Objective Memorandum (POM) inputs, supplemental data calls, midyear reviews, indirect support calculations, validation of execution data, etc.

Participates in routine closing and reconciliation tasks and special projects as they arise. Performs other related duties as assigned and regularly communicates and coordinates with financial and program managers internal and external to MR.

A degree in accounting or a related field such as business administration, finance or public administration, or a combination of education and experience - four years of experience in accounting and 24 semester hours in accounting or auditing, or a certificate, or substantial course work in accounting or auditing, or an equivalent combination of accounting experience, college level education and training that provided professional accounting knowledge. Knowledge of generally accepted accounting principles, accounting theories, practices, methods, and techniques to independently perform a variety of assignments and advise managers on accounting and financial matters. Experience with appropriation law and contract law. Ability to apply principles and practices of budget formulation and knowledge of the relationship between accounting and budgeting systems. Skill in using computers, electronic communications, and spreadsheet analysis; analyzing accounting systems or in modifying and adapting conventional accounting and analytical techniques and procedures to solve a variety of accounting problems; in gathering, assembling, consolidating and analyzing financial data and drawing conclusions and recommending work process improvements. Skill to communicate effectively orally and in writing sufficient to prepare reports and guidance, provide briefings on controversial or complex topics and to establish and maintain effective relationships and collaborate with various levels of management. Ability to resolve complex or controversial issues or problems and provide advice and assistance on matters of equal difficulty.
