Summary

This announcement is open to current Career or Career-Conditional OPM employees.

As a Management and Program Analyst at the GS-0343-12/13, you will be part of RS Retirement Services System Support, Office of Personnel Management. If selected, you will be responsible for analyzing, evaluating, and providing guidance on a variety of retirement automation problems in order to modernize aspects of Retirement Services' technical posture and manage ongoing and maintenance workloads.

Responsibilities

  • Collaborate with internal and external customers at multiple levels to analyze current work processes, provide guidance on process improvements and resolve problems.
  • Contribute as part of team to review current business processes, translate project requirements to improve upon a process or system enhancement.
  • Review and interpret proposed laws, executive orders, internal and external regulations related to the program to determine the impact on processes and systems.
  • Provide comprehensive review of a retirement case to identify significant issues concerning program procedures, standards or potential system constraints.
  • Participate in user acceptance testing of retirement systems, produce documentation or findings and determine whether the business should accept or reject the change.

Qualifications

To qualify for the grade GS-12, you must have one year of specialized experience equivalent to the GS-11 which included: 1) Experience in adjudicating or evaluating retirement claims; 2) Conducting analyses to identify errors in the retirement claim, then provide recommendations to correct the claim for processing; 3) Reviewing existing processes to identify areas needing improvement; 4) Participating in groups with the development of business requirements and translating them into improvements, based on knowledge of the laws, regulations, policies and various applications.

To qualify for the grade GS-13, you must have one year of specialized experience equivalent to the GS-12 which included: 1) Experience in adjudicating or evaluating retirement claims; 2) Leading and/or conducting analyses and studies on the efficiency of automated processes within retirement claim adjudication; 3) Reviewing and evaluating existing processes to formulate requirements for areas of improvement or system enhancements; 4) Analyzing and preparing specifications to develop business requirements and translating them into system enhancements, based on knowledge of the laws, regulations, policies and varies applications.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
