The primary purpose of this position is to serve as an experienced intelligence specialist for the Intelligence Directorate, supervising, providing planning, directing, organizing, and exercising control over administrative control over employees assigned to U.S. Northern Command, Joint Task Force Civil Support (JTF-CS), Directorate of Intelligence (12).

Responsibilities

  • Serves as the Command's senior intelligence expert (SME), intelligence advisor, and consultant working complex collections and operations assignments
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management
  • Represents Commander, 1TF-CS, with a variety of Federal Interagency, state, and municipal authorities and Consequence Management partners
  • Complies with DOD security and intelligence oversight procedures, requirements, and directives. Displays security awareness and protects classified material by using proper handling and storage procedures
  • Participates in CBRN Response Enterprise operations and may deploy to hazardous locations

  • This position is a designated drug testing position. The incumbent of this position may be subject to random drug testing and provisions as outlined in the Air Force Civilian Testing Plan.

  • A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather.

  • This position is designated Non-Combat Essential and is a KEY position IAW DODD 1404.10. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position.
  • Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE to be issued by the organization.
  • Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished). Incumbent must participate in any "call back" drills conducted (unless on approved leave).
  • Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States
  • Deployments may expose incumbent to hazardous and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions.
  • As a condition of employment, must be able to don Nuclear, Biological and Chemical protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety.


Qualifications

The GG-13 duties for the Supervision/Management work category are at the Supervision work level and are equivalent to those at the GS-13 level.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the full range of intelligence operations and security management that involve planning, coordinating, or evaluating intelligence community support, physical, personnel, and information security management, sensitive compartmented information (SCI) management, expeditionary incident awareness and assessment support, and intelligence collection, processing, and dissemination control; and of the terminologies, methodologies, and research and analytical techniques as applied to highly complex assignments in intelligence management.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of the full range of intelligence operations and security management that involve planning, coordinating, or evaluating intelligence community support, physical, personnel, and information security management, sensitive compartmented information (SCI) management, expeditionary incident awareness and assessment support, and intelligence collection, processing, and dissemination control; and of the terminologies, methodologies, and research and analytical techniques as applied to highly complex assignments in intelligence management.
2. Expert knowledge of types of intelligence community partners and agencies and FEMA Emergency Support Functions and how they may provide support in CM incidents.
3. Comprehensive knowledge of the role of intelligence and security within the mission of JTF-CS and the USNORTHCOM area of responsibility (AOR) in accordance with current intelligence regulations and intelligence oversight restrictions.
4. Knowledge of PRISM, Colosseum, DAART, IAA, GIS applications, data and their use within the context of JTF­CS mission requirements. Knowledge of CBRN weapons effects on intelligence collections capabilities. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in interpretation, evaluation and integration of intelligence or environmental information from IC or interagency sources. Skill in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
6. Ability to plan, organize, and direct the functions of a small-sized staff. Ability to communicate effectively, both orally and in writing.

Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TOY under field conditions. Special dietary or religious requirements may not be accommodated during TOY or training exercises.

As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment.

A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. This position has deployment requirements for CBRN response IA W NNCI 44-163 and Do DI 6490.07. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Certification of medical readiness is required annually as a condition of employment. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report to his supervisor any significant changes in health status and/or medication requirements.

Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, Nuclear, or High Explosive (CBRNE) contaminated environment are required IA W NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment.

Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
