Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the overall compliance and support of the Employee Relations and Performance Management programs of the Joint Staff.

Responsibilities

Mission Statement: The J-1 (Manpower and Personnel) represents the Chairman of the Joint Chiefs of Staff manpower and personnel counsel and support in order to develop best military advice to national decision makers and provide strategic direction to the Joint Force, enabling global integration to achieve maximum comprehensive Joint Force readiness.

As a HUMAN RESOURCES SPECIALIST (Employee Relations/Performance Management) at the GS-0201-12/13 some of your typical work assignments may include:
  • Provides assistance and proactive technical support in the field of employee relations.
  • Develops responses to problems, discusses sensitive cases, successfully articulates options and possible outcomes to management officials, and assures issues which are under the purview of Joint Staff are resolved in accordance with applicable laws and regulations.
  • Coordinates and researches individual grievances and complaints or inquiries and recommends actions for JS managers' action; follows through to ensure decisions are carried out. Keeps abreast of evolving case law, human resources management developments, etc.
  • Assures compliance with applicable statutes, Office of Personnel Management (OPM) regulations, Executive Orders, case law (e.g. Comptroller General (CG), Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), etc.) court decisions, etc.)
  • Develops guidance and provides advice on critical performance management cycle events, i.e. establishment of Individual Performance Plans, periodic performance management counseling, and performance evaluations.
  • Develops JS Performance Management program goals and objectives to support senior leader workforce strategies and accomplishment of JS mission goals and requirements.
  • Serves as the POC in the area of leave administration; advising employees, supervisors and managers on requirements for requesting and documenting leave, authorities for granting and denying leave, appropriate reasons for and changes to specific types of leave, etc.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service :

1. Serves as a senior consultant and advisor to management in the area of Employee relations, specifically discipline, conduct, performance, adverse actions, leave, and administrative grievances.

2. Troubleshoots and resolves problems associated with comprehensive employee relations.

3. Responds to employee relations and performance problems, provides advice, and assists in the development of solutions utilizing employee relations policies, processes, and regulations.

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service :

1. Applies knowledge of advanced employee relations, performance management, and other federal civilian personnel management concepts, laws, rules, principles and practices for HR Program management.

2. Researches, interprets, and designs federal civilian personnel policies and programs that affect an organization and civilian personnel initiatives and decisions.

3. Responds to a wide range of employee relations problems, provides advice, and develops successful solutions utilizing employee relations policies, processes and regulations.

4. Establishes HR Program policies utilizing knowledge of the legislative process, OPM rules and regulations, administrative procedures and court decisions

Substitution of education may not be used in lieu of specialized experience for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
