Summary

This position is located in Washington, DC with the Office of Science, Office of the Principal Deputy Director. A successful candidate in this position will support the Deputy Director for Science Programs in policy analysis and develop proposals to improve a wide range of analytical, planning and evaluative work supporting the functions, operations, and management of the Office programs.

Responsibilities

As a Full Performance Level GS-14 Management and Program Analyst, you will:
  • Serve as an analyst and/or advisor to senior management officials on the strategic planning and Executive Branch interagency coordination, and other corporate-level policies and activities.
  • Provide technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy; formulate and identify the operational and analytical techniques for accomplishment of project objectives.
  • Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on the agency programs.
  • Analyze management information requirements to develop programs or administrative reporting systems including the system specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Develop plans, conduct detailed studies, compile and provide analysis of both quantitative and qualitative facts and information.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

To qualify for the GS-13, your online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as serving as an analyst for the strategic planning and coordination of program policies and activities, carrying out operational and analytical techniques to produce reliable findings in conjunction with a manager, and summarizing alternatives and resolutions to problems.

To qualify for the GS-14, your online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience is defined as serving as an analyst and advisor for senior management on strategic planning and coordination for the overall program, formulating and identifying operational and analytical techniques to produce reliable findings, and providing advice and guidance on alternatives and resolutions to problems that impact beyond the immediate organization to which assigned.

  • Ability to understand program or organizational relationships with other programs and key agency functions with its customers and suppliers, and with other agencies sufficient to assure analytical results and recommendations align with all stakeholders mission success criteria.
  • Skill in analyzing, providing comprehensive advice, and developing appropriate recommendations on issues that have a significant degree of complexity.
  • Skill in effectively communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations.
  • Ability to provide guidance and analysis for evaluating performance measures and reporting requirements and develop long range projections for major mission-critical programs and its operations.
  • Knowledge of a wide range of quantitative and qualitative methods, management and project management principles, analytical techniques and review processes for assessment and improvement of programs and organizations.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
