Summary

This position is located in the Government Accountability Office (GAO), Learning Center (LC) Operations Unit. The Learning Center offers courses; job aids; information and mentoring, team building, and communities of practice; and a variety of consulting services. This position directly supports learning delivery and operations, including learning management system and utilizing live virtual learning delivery software applications for process improvements and management of virtual courses.

Responsibilities

  • Serves as a GAO subject matter expert for the procurement and implementation of current system upgrades and planning for system replacement. Assists LC management and staff with developing and updating the plan for meeting GAO's immediate and long range Learning Management System (LMS) requirements, including developing and maintaining the detailed functional and technical system requirements, analyzing functionality and customer experience, and making recommendations for improvements.
  • Analyzes LMS data and prepares reports for the CLO, LC management/staff, Managing Directors (MDs), and other senior GAO officials regarding GAO-wide learning programs/courses, business analytics and metrics, adjunct faculty usage, external training, analyst Continuing Professional Education (CPE) requirements, and other LC efforts.
  • Collaborates with LC management in the development, implementation, and evaluation of policies, procedures, and/or guidance for learning systems, registration, administration, record keeping, customer support, and GAO-wide learning delivery. Conducts daily operations and maintenance of all interlinked components of GAO's LMS as well as provides daily registrar functions and customer support, such responding to customer, faculty, course manager, and other LC/GAO management questions, concerns and requests.

  • Assists customers and stakeholders with questions regarding the organization's products, services and operations; providing operational guidance to LC's Directors, course/program managers, instructional designers/developers, adjunct faculty, contractors and consultants; planning and coordinating special events; coordinating a variety of needed services for LC and serving as LC POC/Liaison for various systems, program and units; and performing the role of quality assurance manager as needed.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the PT-l, PE-l, GS-11 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined experience in utilizing virtual learning delivery platforms for synchronous instructor-led training and commercial-off-the-shelf (COTS) learning management system (LMS) functions for learning delivery such as building virtual classrooms in the platform; producing instructor-led virtual courses; scheduling virtual courses; preparing reports using system data; and analyzing information to make recommendations.

Note: Positions in GAO are covered under the agency's performance based compensation system, which is pay banded. This position is classified as a PT-0343-II, which is equivalent to the GS-12 level in the federal government.

  • Knowledge and skill in utilizing learning management systems functions for learning delivery, such as participant registration, record keeping, and course scheduling.
  • Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs, along with knowledge of the mission, organization, and work processes of programs.
  • Knowledge of information technology to serve as a technical authority on learning management systems, such as developing learning management information system requirements.
  • Skill in utilizing project management techniques and processes to oversee routine and ad-hoc projects.
  • Ability to effectively communicate orally and in writing technical concepts and issues to non-technical audiences to present factual information, processes, analyses, and recommendations and compose agency guidance and procedures. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretation, text-to-speech or TTY technology, and amplification devices.
