Qualifications
Specialized Experience for GS-14. Your resume must demonstrate at least 52 weeks of specialized experience at the GS-13 level or equivalent. Examples of qualifying experience include: Serving as an expert for executive management; Providing operational services in the following Senior Executive Services (SES) functional areas: performance management, position classification and/or compensation, recruitment and staffing, and learning and development. Experience includes independent management of an HR initiative/project with organizational wide impact.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities
- Strategic planning and development of programs for Senior Executive Services (SES), senior level (SL) positions and others at comparable levels.
- Special projects and programs that involve several Human Capital Management functional areas.
- Mastery of and expert skill in applying a wide range of human resources management concepts, theories, laws, regulations, policies, precedents, practices, and procedures to direct staff and perform a variety of difficult and complex assignments.
- Seasoned consultative skills to effectively respond to dynamic changes in executive resource requirements in a continuously growing and expanding independent agency and to lead staff in assigned areas.
- Ability to identify and implement new and revised approaches and initiatives to develop and implement customer focused, legally compliant programs.
- Thorough knowledge of and skill in applying a wide range of executive resources theories, concepts, and practices to develop plans and implement effective strategies to meet strategic mission objectives.
- Represent the DCHCO and OIG in a variety of venues including those with executives and external agencies such as OPM, frequently in sensitive or controversial situations.
- Advocate for HCM or OIG position or recommendations and to explain policies, options and requirements.
- Broad understanding of the complete human resources life cycle and human capital management continuum to integrate executive resources functions appropriately and deliver effective service.
- Master level ability to think creatively and strategically and to lead change to develop new and revised approaches and initiatives and implement customer focused, legally compliant programs.
- Ability to coach and lead assigned staff in administration of dynamic, complex and rapidly changing human capital processes and systems.
