Fairfax County is one of the largest jurisdictions in the Commonwealth of Virginia with over 1.1 million people. County goals and guidance for future growth and the mitigation of potential development impacts are reflected in the County’s Comprehensive Plan. Comprehensive Plan language for Tysons and Reston - two of the fastest growing parts of the County - is specific and multi-faceted, requiring a coordinated effort that includes a variety of County, State, and Federal departments and resources. Fairfax County is seeking to fill a Branch Chief position for the Urban Centers Section of the Department of Planning and Development. Fairfax County seeks an experienced professional to provide leadership and oversight to a wide range of activities in support of implementation of the Comprehensive Plan for Tysons and Reston. These areas represent two of the county's largest suburban office and retail centers planned, in part, as a series of mixed-use transit-oriented districts along the Metro Rail’s Silver Line. Provides direct support to the Department of Planning and Development’s Deputy Director and acts as team leader, facilitator and technical resource to a team of experienced planners, landscape architects, and urban designers in the evaluation and implementation of development applications. Application evaluation and implementation activities are focused on: urban design; urban placemaking; infrastructure funding; streetscape and roadway design; utility impacts; public park and open space dedication; public outreach; county housing policies; and environmental impacts. Works directly with the Board of Supervisors, the Planning Commission, county leadership, developers, citizens, and organizations such as the Reston Association and the Tysons Partnership to foster, promote and facilitate activities and initiatives to implement the Comprehensive Plan and the Urban Design Guidelines for Tysons and Reston. Coordinates with an inter-departmental steering committee of senior-level representation from Fairfax County's departments such as Community Revitalization, Planning, Zoning, Transportation, and Public Works.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university in a planning-related field; plus five years of experience in a planning-related field (preferably in the specific area of assignment). A Masters degree may be substituted for one year of the required experience. The years of experience should include a minimum of three (3) years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Knowledge and experience in the review and implementation of Transit Oriented Development (TOD) development plans. Application of urban design guidelines in development reviews. Effective negotiation with developer applicants and interested stakeholders. Senior-level planning and project management and staff management experience. Successfully negotiated resolutions of land use and development issues. Communication experience with public officials, private developers and citizen groups. Ability to develop creative urban design solutions. Effective written and oral communication skills. Understanding of Virginia planning and zoning-enabling legislation, including implementation of Comprehensive Plans and application of Zoning Ordinances.

PHYSICAL REQUIREMENTS:
Work is based in a standard office environment using standard office equipment. Must be able to enter and retrieve data using a computer keyboard and must be able to make verbal and written presentations. Remote working may be available, at the discretion of the County and Supervisor. Employee may be required to do some walking, standing, bending, and carrying items less than 50 pounds in weight. All duties performed with or without reasonable accommodations.
