Serve as the Security Cooperation Participant/Foreign Military Sales (SCP/FMS) Program Analyst for New Business, based at the F-35 Joint Fighter Program Office (JPO), Arlington, VA .

Essential Job Functions:

Support the FMS New Business cell with Letter of Requests (LOR) development and establishing, developing and executing requirements in Letters of Offer and Acceptance (LOA).

Analyze program requirements, project status, and schedules.

Participate as a member of and/or supports the specified Integrated Product Teams (IPTs); and IPT directed business meetings.

Collect, complete, organize, analyze, and interpret technical data and financial information relating to aircraft acquisition and product programs while ensuring compliance with applicable acquisition programmatic and financial DoD, Service, and JPO policies, procedures, and practices.

Lead for inputting data into appropriate FMS systems and JPO program templates for new business cases included but not limited to DSAMS and SAMRs.

Support development of manpower packages.

Support Request for Information (RFI) and Request for Proposal (RFP) responses and documentation through coordination with Functional Directors and IPTs and tracking until closure of action.

Provide organizational and administrative support to all aspects of LOR and LOA development for new F-35 FMS cases as needed. Transcribe and maintain minutes for meetings and exchanges.

Track actions and tasks for FMS New Business Team. Coordinate foreign visitors to US - JPO, other sites.

Coordinate JPO/DTSA/SAF/IA travel to foreign countries including reservations, required pre and post travel briefings, visas etc. Also assists with development of leader travel books.

Maintain FMS new business cases documentation on shared file server.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma plus 16 years of experience, an Associates degree plus 12 years or a Bachelors degree plus 8 years of experience is required.

A Secret Security Clearance is required.

At least 8 years of experience in program management, technical or business analysis with at least 2 of them in technical efforts supporting major weapon systems and components development

Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).

Must have experience processing program acquisition, funding and contract documentation for domestic and international military aircraft programs.

Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.

Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products.

Desired Skills:

Good briefing skills and interpersonal and/or diplomatic skills are highly desired.
