Summary

About the Position: This position is being filled using the Direct Hiring Authority (DHA) for Certain Personnel of the DoD Workforce. Based on the provisions outlined in the DHA authority, you will be converted to a new appointment.

*This is a TERM, time limited position NTE 2 years. It may be extended up to a total of six (6) years*. This may be made permanent at a later date.

Responsibilities

  • Uses a variety of purchasing procedures to acquire supplies and services in accordance with acquisition laws and regulations included in the Federal Acquisition Regulation and its applicable supplements.
  • Manages the entire purchasing process from receipt of purchase request to completion of the order/contract and to close out
  • Serves as advisor to program officials in procurement planning meetings
  • Directs necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses.
  • Develops new or innovative contracting approaches to arrive at an equitable contract arrangement.
  • Works with the various electronic business systems reporting processes such as General Fund Enterprise Business System (GFEBS) and Remedy.
  • Develops and captures significant elements into charts and graphs to track performance. Generates standard or ad hoc reports, analyzes the data and translates the reports into graphs, slides or charts as appropriate.
  • Serves as one of the focal points for the purchase of small supplies and equipment in support of the Division operations
  • Ensures that records are complete and well maintained to support audit reviews.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. General experience is defined as: 1) Performing as a Contracting Officer Representative (COR) to include monitoring a contract's performance and cost; 2) Recommending and negotiating contracts to acquire components/products of interest; and 3) Developing and presenting reports, briefings, analyses, and presentations.

Education: Four years of education above the high school level leading to a bachelor's degree obtained from an accredited business, secretarial or technical school, junior college, college or university.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Current Army employees will be converted to a Term Position Not To Exceed 13 Months, your appointment may be extended up to a maximum of 6 years. This position may be made permanent without further competition to those candidates that have non-competitive status.
