Responsibilities

The duties of the position will be performed under the direction of senior HR Specialists and project managers. This position may report to the USA Performance Account Management team or the Performance Management & Strategy team. Typical duties include:
  • Building relationships with external agencies to determine and meet their needs
  • Developing plans to address identified needs of client partners
  • Creating performance policies, guides, plans, and other documents to affect change in organizations
  • Coordinating with stakeholders to influence organizational culture, policies, and procedures
  • Identifying areas for improvements
  • Facilitating strategic planning sessions, trainings, team off sites, or focus groups
  • Helping to coordinate system requirements (identification, development) and ensure compliance with new and emerging HR policies

Occasional travel - Travel averages 25% yearly but may exceed that percentage during periods of increased service delivery.

Qualifications

To qualify for this position at the GS-9 grade level, you must meet at least one requirement below:

A. Education: Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher level graduate education leading to a master's degree or LL.B or J.D, if related, in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.
OR
B. Specialized Experience: At least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 grade level or pay band in the Federal service performing HR Specialist duties (for example, executing human capital projects for internal or external customers, assisting technical expert for stakeholders in the human capital arena, working with team members to gather technical requirements for human capital policy, working with team members to implement human capital solutions for organizations, or assisting organizations with implementing automated human capital software.)

C. Combination Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience.

To qualify for this position at the GS-11 grade level, you must meet at least one requirement below:
A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.
OR
B.
