THIS IS NOT A FULL-TIME TELEWORK POSITION. You will be expected to report to the U.S. General Services Administration, National Capital Region (NCR), Public Buildings Service, Office of Design and Construction, Lease Project Management Division

Responsibilities

As a Project Manager, you will perform the following duties:
  • Senior project manager with responsibility for overall project management of prospectus level or equally or precedent setting projects.
  • Leads the development of the most major, politically sensitive and complex project plans including methodology, resource requirements, timelines, priorities and budget impact, and project closeout.
  • Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations.
  • Informs customer officials of project status and any requirements for additional agency initiated action.
  • Participates in the acquisition and management of large numbers and types of contracts supporting all aspects of design and construction projects.
  • Assists the Contracting Officer and/or the COR in the preparation of statements of work, determinations, findings and solicitation documents.
  • Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid, determines construction completion times, and prepares/reviews overall cost estimates.
  • Participates in the A/E selection process and in the negotiations for design supervision and post-construction contract award services.
  • Negotiates the business transaction with customer agencies, including project costs and financial obligations; develops complex, accurate requests for funding and tracks financial obligations and expenses throughout the planning, execution and close-out of projects.

The GS-13 salary range starts at $102,663 per year.

SPECIALIZED EXPERIENCE:

You must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include: Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects; and negotiating sound real estate business transactions.

  • Knowledge of procurement principles and procedures and of different types of contract vehicles for various goods and services, ie. construction, design, renovation, furniture, IT, etc.
  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management and forecasting are required.
