Summary

The National Institute of Neurological Disorders and Stroke (NINDS) at the National Institutes of Health, is seeking exceptional candidates for the position of Associate Director for Management (ADM). This is a career Federal position in the Senior Executive Service.

Responsibilities

  • The ADM serves under the general supervision of the Deputy Director for Science Management and Operations (DDSMO).
  • The ADM serves with the DDSMO as a key members of the senior leadership team, assisting the Institute Director and Deputy Director in planning, implementing and evaluating the various programs that the Institute operates.
  • While a primary focus of the ADM is the management of administrative operations, his/her expertise, advice and counsel are also sought in regard to the impact of all programs on the strategic plan and objectives of the Institute.
  • The ADM provides technical and administrative advice on problems relating to a wide variety of issues including policy interpretations, conflicts of interest and cooperative arrangements with profit-making organizations and universities.
  • The ADM coordinates with other segments of NIH and DHHS to achieve cooperation for interrelated programs of the Institute and between the Institute and other program-related areas at NIH.
  • Provides innovation in leadership and management with strong emphasis on new efficiencies, IT improvements, and program initiatives that support the NINDS strategic agenda for science and foster a positive and inclusive workforce culture.
  • The ADM is responsible for directing and supervising the Financial Management Branch, Information Resources Management Branch, Technology Transfer, Workforce Analysis Planning and Technology Branch, Administrative Services Branch and Ethics staff.
  • The ADM is responsible for human resource activities of the Institute, as well as ensuring that the Institute maintains effective internal control systems and equal employment opportunity practices.
  • The NINDS employs approximately 1,300 staff including 533 full-time equivalent employees (FTEs) and has an FY 2020 budget of $2.2 billion.

BASIC QUALIFICATIONS:
The NINDS seeks candidates who have a commitment to managerial excellence and the energy, enthusiasm, and innovative thinking necessary to lead within a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, applicants must meet the requirements for the GS-341 series (14/15 or equivalent) as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-341 Website and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed individually in narrative form in your submission.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):
  • Experience in administrative, supervisory, managerial, professional and/or technical work which provided the opportunity to acquire knowledge of management principles, practices, methods and techniques; as well as an understanding of the needs and problems of administering public programs.
  • Application of strategic planning of human capital and workforce planning including managing a diverse workforce and developing a subordinate staff; designing human resource strategies to meet the organization's mission, strategic vision and goals; and achieving maximum potential of all employees in a fair and equitable manner.
  • Ability to advise the Director and top management staff on all fiscal, legislative, administrative, organizational and human resources matters affecting the organization.
  • Knowledge of best practices to maximize efficiency of operations and ensure coordinated, streamlined and result-oriented management.
  • Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you served or are you currently serving as an Executive Branch political, Schedule C, or Non-career SES appointee?
