Summary

You will serve as a financial management analyst in support of VA-wide compliance with Federal legislation and OMB regulations in support of the Department's Federal Financial Managers' Integrity Act's (FFMIA) annually required Statement of Assurance. You will be responsible for financial management analysis, internal control assessments across the VA OIT, risk management, and government charge card operation oversight.

Physical Demands: No unusual physical requirements are involved in performing the work of this position.

Major Duties:
  • Use expert knowledge on financial matters and operations to prepare reports, papers, and studies on a wide variety of VA OIT ITRM related topics for special use by the VA's Administrations or Departmental leadership.
  • Use expert understanding of financial matters, conducts detailed and through periodic reviews of OIT's financial policies, systems and procedures for compliance with agency financial policies and all other federal financial laws and regulations.
  • Provide recommendations to senior leadership on changes where necessary.
  • Develop and coordinate with appropriate staff organizations and obtains approval of significant communications that have been prepared for signature by the Director, ITRM, Deputy Assistant Secretary for Finance and/or other VA senior executives.
  • Develops standard metrics and creates processes to measure organizational success on these metrics.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2020.

The Selective Placement Factor for this position is: You must have experience providing professional financial services to implement and maintain budgets, acquisitions and other financial policies and programs.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage or analyze national-level mission-related programs; providing advisory guidance and assistance involving finance, accounting, budget, cost analysis, and management functions; and advising senior agency executives on the direction and allocation of resources for operation and administration of the agency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
