This is a Career Program (CP) 14 position.
U.S. Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories. USAMRAA also supports Army-wide projects sponsored by the Army Surgeon General and numerous congressionally mandated programs.

USAMRAA participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-05 pay band is equivalent to the GS-15. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Manage, award, and/or obligation of funds for grants, cooperative agreements, and other related instruments and services such as discretionary and mandatory grants, using financial, administrative, business and negotiation procedures; (2) The competitive or non-competitive evaluation of grants proposals; and/or (3) Administers or termination, and/or closeout of grants and/or grants assistance and agreement awards; and (4) Proficient and understand the Congressionally Directed Medical Research Programs cycle and U.S. Army Medical Research Development Command (USAMRDC) S&T portfolio. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service.
You will be evaluated on the basis of your level of competency in the following areas:

- ? Award and administering grants, cooperative agreements, or other related instruments;
- ? Design, develop, implement, and interpret grants/assistance management policies, procedures, and practices;
- ? Oversee, review, analyze, and evaluate grants/assistance applications, plans, and estimates;
- ? Serve as liaison between the Government and awardee organization; and
- ? Making executive decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors
