Responsibilities

NOTE: As required by 5 U.S.C 3310 and 5 CFR 330.401, guard positions are restricted to preference eligibles. Non-veterans may be appointed to guard positions only if no qualified preference eligibles are available. If you are entitled to veterans' preference you must provide appropriate document(s) to support your claim at the time of application.

Serves as a Security Guard in the Directorate of Emergency Services. Incumbent performs security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage and to enforce the security and safety regulations of the installation. Controls access of vehicles and pedestrians to installation. As required by instructions on force protection levels, conducts vehicle searches/inspections (to include cargo areas, engine compartments and undercarriages), in accordance with standing operating procedures. Inspects containers, personal property, documents on private, commercial and governmental vehicles, exercises tact, courtesy, and firmness in the performance of all force protection duties. The incumbent conducts foot or vehicle patrol of perimeters, roadways, parking and other high traffic areas as well as interior of shops, storage, administrative and other structures.

  • IAW AR 190-56, requirements of Individual Reliability Program apply.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Incumbent will be required to pass entry level and annual re-certification of standard Army physical fitness/agility test.
  • Mandatory Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with AR 600-85.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
  • Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must pass an initial qualification and qualify semi-annually in the use of assigned firearms/weapons.
  • Incumbent is subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals.
  • Incumbent must successfully complete security guard training.
  • Incumbent must successfully complete CPR certification and First Aid training.
  • Incumbent may be required to wear chemical protection mask, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent must possess and maintain a valid driver's license.
  • This position is subject to two year trial period.
  • Incumbent must participate in scheduled training in the techniques of use of deadly force, counter-terrorism, first aid, firearms, actuating anti-vehicle barriers, search and seizure, security operations and enforcement of installation rules.
  • Good eye/hand coordination is required to operate radios and security weapons and equipment.
  • Works both inside and outside with possible exposure to inclement weather.
  • Temporary Duty (TDY) or Business Travel is 5%
  • Incumbent is subject to the requirements of the Lautenberg Amendment to the Gun Control Act of 1968
  • Incumbent is subject to completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic requirements for Security Guard:

Specialized Experience: One year of specialized experience which includes working with a Federal, State, municipal, local, or private protective organization that involved the detection and prevention of theft, damage and/or trespass, performing vehicle searches, confiscating unauthorized items, directing traffic flow, verifying identification and controlling access to premises that provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
