Responsibilities

The Human Resources Specialist (Information Systems) serves as Systems Administrator for the HRIS automated personnel processing system. The Systems Administrator serves as the technical point of contact in planning, operating, and administering the operations of EOIR/DOJ HRIS databases ensuring data integrity in the implementation and maintenance of HRIS systems associated with the collection, retrieval, accessibility and usage of employee information.

Duties include, but are not limited to, the following:
  • Serves as Systems Administrator for HRIS automated personnel processing system operations.
  • Provides advisory and consulting services to management concerning HRIS automated information systems.
  • Generates reports, conducts studies, and/or researches activities to ensure that HR information systems support the functional areas of personnel management.
  • Recommends maintenance and enhancements to HR information systems based on changes in legislation and regulations.
  • Performs continual HR information system monitoring to ensure the availability and reliability of hardware, server resources, systems, and key processes.

Qualifications

In order to qualify for the Human Resources Specialist (Information Systems) position, you must meet the following time-in-grade requirement(s) and minimum qualifications:

Time-In-Grade: Merit promotion applicants must meet applicable the time-in-grade requirement(s) to be considered eligible. The time-in-grade requirement(s) also apply to VEOA applicants having held a General Schedule (GS) position in the past year. You must submit your SF-50 supporting time-in-grade eligibility and showing your title, pay plan, series, and grade. If your eligibility for merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.(See "Required Documents" for more information.)
  • One year at the GS-07 grade level is required to meet the time-in-grade requirement for the GS-09 grade level.
  • One year at the GS-09 grade level is required to meet the time-in-grade requirement for the GS-11 grade level.
  • One year at the GS-11 grade level is required to meet the time-in-grade requirement for the GS-12 grade level.
AND

GS-09

Specialized Experience:
Applicants must have at least one full-time year (12 months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
  • Providing personnel processing support to managers;
  • Troubleshooting problems with human resources information systems (e.g. EmpowHR, NFC, webTA, Insight, FOCUS, eOPF, and/or other HR databases);
  • Processing routine payroll actions using an automated system; AND
  • Gathering data pertaining to one or more human resources specialties (e.g. classification, compensation, benefits, employee relations).

    OR

    Education:
    A master's degree or equivalent graduate degree, or 2 full years (36 semester hours) of progressively higher-level graduate education leading to such a degree in Human Resources Management, Organizational Development, Business Administration with concentration in Human Resources Management, Industrial Relations and/or Information Systems.

    OR

    Combination:
    A combination of specialized experience and successfully completed graduate level education may be used to meet the total qualifications requirements described above. First, determine the total qualifying experience as a percentage of the specialized experience described for the GS-09 grade level; then determine the education as a percentage of the graduate education described for the GS-09 grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for the GS-09 grade level.

    Specialized Experience:
    Applicants must have at least one full-time year (12 months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
  • Advising junior specialists or assistants on methods and procedures for compiling human resources data for reports;
  • Confirming the availability and reliability of data entered into human resources information systems(e.g. EmpowHR, NFC, webTA, Insight, FOCUS, eOPF and/or other HR databases);
  • Preparing routine personnel actions conforming to policy and procedure; AND
  • Analyzing data pertaining to one or more human resources specialties (e.g. classification, compensation, benefits, employee relations).
  • (You must demonstrate this experience in your resume.)

    OR

    Education:
    a Ph.D. or equivalent doctoral degree, or 3 full years (54 semester hours) of progressively higher-level graduate education leading to such a degree in Human Resources Management, Organizational Development, Business Administration with concentration in Human Resources Management, Industrial Relations and/or Information Systems.

    OR

    Combination:
    A combination of specialized experience and successfully completed graduate level education may be used to meet the total qualifications requirements described above. First, determine the total qualifying experience as a percentage of the specialized experience described for the GS-11 grade level; then determine the education as a percentage of the graduate education described for the GS-11 grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for the GS-11 grade level.

    GS-12

    Specialized Experience:
    Applicants must have at least one full-time year (12 months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
  • Assisting senior specialists with developing canned reports and generating ad hoc queries to meet customer needs;
  • Conducting quality control reviews to ensure data integrity in human resources information systems (e.g. EmpowHR, NFC, webTA, Insight, FOCUS, eOPF and/or other HR databases);
  • Reviewing personnel actions to ensure requests conform to policy and procedure; AND
  • Advising human resources specialists on the use of data from human resources information systems to accomplish work in one or more human resources specialties (e.g. classification, compensation, benefits, employee relations).

    Additional information

    This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

    1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

    2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge.
