This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), The primary purpose of the position is to serve as the Chief Privacy Officer.

Responsibilities

The Chief Privacy Officer manages CISA's Privacy program and serves as a technical authority on privacy laws, policies, safeguards, business processes, and initiatives. The Office of Privacy supports oversight activities and works within CISA's programs to ensure privacy considerations and protections are embedded in the Agency's operations and programs from the ground up. The Chief Privacy Officer leads efforts to ensure that the collection and information sharing policies are in place across the agency, to include, business processes throughout CISA comply with all relevant legal requirements regarding privacy and unauthorized access and disclosure of personal information.. Typical work assignments include:
  • Serves as liaison to Agency leadership, advising staff of policies, procedures, and directives.
  • Develops and implements initiatives to include oversight on the collection, use, and dissemination of personal information; ensuring that sufficient technological and administrative measure.
  • Monitors compliance with all applicable, Federal privacy laws and regulations, implementing corrective, remedial, and preventive actions whenever necessary.
  • Formulates, directs, executes, and controls the work and associated resources involved in supporting resource requirements, budgeting processes, and providing and implementing privacy policy guidance.
  • Oversees the daily operations and actions of the CISA Office of Privacy internal administrative functions, to include human resources, payroll, budget, security, information technology, logistics, acquisition, and contracting services.
  • Develops internal management procedures and programs for staff operations, providing direction and guidance.
  • Implements program standards and hold others accountable for achieving results, develop management information systems.
  • Coordinates and ensure that CISA privacy strategies and protocols are appropriate and timely for current and protected information systems, business processes, and operations.

Qualifications

You may qualify for the GS-15 grade level, if you possess at least one year of specialized experience equivalent to the GS-14 grade level performing the following duties:

1) Managing an organization's privacy program and serving as a principal technical authority on a privacy issue;
2) Ensuring that sufficient technological and administrative measures are implemented to ensure the security of agency data systems, processes and facilities;
3) Communicating official agency policies on privacy issues; and
4) Experience ensuring that an organization's privacy program embraces transparency, compliance, oversight, training and public accountability.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
