Summary

This position is with the Division of Simplified Acquisition Programs (DSAPS) , Office of Acquisition Management and Policy (OAMP), Office of Acquisition and Logistics Services (OALM), Office of Management (OM), Office of the Director (OD), National Institutes of Health. This program administers and oversees the NIH Purchase Card Program, providing guidance, training and reviews.

Responsibilities

  • Provides comprehensive day-to-day administrative and program support to the NIH Purchase Card Program.
  • Monitors purchase card activities to ensure compliance with established policies and procedures. Also interprets policies and provides advice and assistance to cardholders and card approvers.
  • Reviews, monitors, analyzes, and evaluates financial, narrative, and statistical reports and program data.
  • Participates in discussions, meetings and conferences to secure and provide information, to investigate facts, to present conclusions, recommendations, and alternatives, and to mutually resolve problems.
  • Reviews internal processes and procedures, analyzing effectiveness of programs or operations in meeting established goals, measures and objectives.
  • Conducts reviews with colleagues either on-site or through documentation provided by the card holder to verify compliance with NIH policies.
  • Collaborates with colleagues to prepare reports which detail reviewing findings and recommendations for corrective action.

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-12 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: working with the GSA SmartPay Program or a similar program; providing timely and quality customer support to purchase card participants and stakeholders; analyzing policy and procedures to ensure compliance with program operations.

You qualify at the GS-13 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as the Program Coordinator for the GSA SmartPay Program or a similar program; using data analysis to recommend improvements to an organizations Purchase Card processes and procedures; monitoring purchase card transactions and reports for trends or noncompliance; preparing oral and written assessments, reports, and briefings summarizing the effectiveness of internal controls and areas of program risk due to noncompliance.
