This position is located in the Office of Administration (ADM), Acquisition Management Division (AMD). Eleni Jernell is the supervisor of this position. This is a Non Bargaining Unit position. This position is located in Rockville, Maryland. Travel expenses associated with the interview and relocation will not be paid. Responsibilities

As the Deputy Director, Acquisition Management Division you will assist the Director in the overall management of the agency's acquisition program. As Deputy to the Director, you will function with complete authority and responsibility in the absence of the Director. Direct and monitor the full range of contract, grant, and interagency award and administration activities. Assist the Director in the continuous review of the NRC-wide acquisition management program to ensure the development of sound policies and standards necessary for an effective, agency-wide procurement program including acquisition workforce training and certification, purchase card, and strategic sourcing programs. Assume day-to-day responsibility for all contracting operations in the Division. Such responsibility includes managing the personnel, activities, and tools used to execute the agency's acquisition function.

Qualifications

In order to qualify for this position, in addition to the educational requirements, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: experience directing and monitoring the full range of contract, grant, and interagency award and administration activities; experience managing the personnel and activities involved in the acquisition function.

Successful completion of the Federal Acquisition Certification in Contracting (FAC-C) level III curriculum is required.

The ideal candidate will be able to demonstrate the following:
  • Leadership ability at the managerial level, capacity to effectively communicate with all levels of management as well as subordinates to accomplish the organizational roles and responsibilities in support of the agency's mission.
  • Demonstrated knowledge of the principles and techniques of acquisition, with experience in contracting and procurement adequate to assure that all contractual actions are consistent with the laws, Executive Orders, regulations, and policies governing Federal procurement to provide guidance within an organization, and to make sound decisions on all contractual matters
  • Demonstrated knowledge of the Federal procurement regulations and statutory requirements as well as applicable agency regulations and policies relating to procurement, including acquisition workforce training and certification, purchase card, and strategic sourcing programs.
  • Demonstrated ability to manage and/or supervise branches, sections, work groups or teams of contracting professionals and employees in support functions with diverse backgrounds and expertise. Such responsibility includes managing the personnel, activities, and tools used to execute the agency's acquisition function.

    You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR occupied a Contract Specialist, GS-1102, position on January 1, 2000

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
