Summary

This position is located in the International Services Division (ISD), Office of Foreign Service Operations (OFSO) within FAS. Under the direct supervision of the Deputy Director of ISD, the incumbent provides OFSO managers with information for making decisions on the administrative and programmatic aspects of agency operations and management, and provides or obtains a variety of management services.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides analysis and budget formulation support to the development of the agency's annual budget submission.
  • Provides technical support on operational issues and supporting project/program issues.
  • Assists Global Services management in developing, updating and maintaining financial management plans, policies, and procedures to improve the effectiveness of Global Services operations and management of funds.
  • Establishes and reconciles the Foreign Affairs operating budget in the Department?s Financial System ? Financial Management Modernization Initiative (FMMI) and the Agency?s Financial System ? Integrated Financial Accountability System (iFAS).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL : Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Perform FAS budget execution processes including those for long term travel, language training travel, awards, credit cards, etc.
  • Follow established financial management processes, identifying and reporting inconsistencies to senior analyst for further analysis.
  • Assist in the production of presentations and briefing material related to FAS personnel and financial activities.
  • Perform technical support to the field in the areas of allowances and entitlements.;
OR master's or equivalent graduate degree
OR 2 full years of progressively higher level graduate education leading to such a degree

OR LL.B. or J.D., if related.
Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-11 LEVEL : Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Perform FAS budget formulation and execution processes including those for long term travel, language training travel, awards, credit cards, etc.
  • Review, analyze and make recommendations to update financial management plans, policies, and procedures that improve the effectiveness of Administrative Management operations and management of funds.
  • Perform technical support to the field in the areas of allowances and entitlements;
OR Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree

OR LL.M., if related.
Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-12 LEVEL : Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Perform FAS budget formulation, execution processes and quality assurance functions including those for long term travel, language training travel, awards, credit cards, etc.
  • Review, analyze and make recommendations to update financial management plans, policies, and procedures that improve the effectiveness of Administrative Management operations and management of funds.
  • Perform technical support to the field in the areas of allowances and entitlements.
  • Assists AM management in developing, updating and maintaining financial management plans, policies, and procedures to improve the effectiveness of AM operations and management of funds.
  • Makes official presentations of analyses and evaluations, or attend such presentations when made by management, to explain, clarify, or answer questions as appropriate.
Note: There is no education substitution for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
