Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs located in Washington, DC.

This position is located at the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of International Affairs (INA), International Support Directorate (ISD). The incumbent will serve as a Deputy Executive Director, International Support Directorate, and provide
administrative support for all INA mission support programs, functions, and initiatives to include financial management, logistics, program evaluations, human resources management and planning, information technology, international deployment support services and border security training and foreign assistance for CBP. The incumbent directs programs and diverse functions that involve and support the CBP international mission and employees assigned to foreign duty locations. The incumbent serves as a third line supervisor and reports to the Executive Director, ISD.

This position starts at a salary of $142,701.00 (GS-15, Step 1) to $170,800.00 (GS-15, Step 10) with promotion potential to $170,800.00 (GS-15 Step 10).

Duties include, but are not limited to:
  • Managing and directing all International Support Directorate (ISD) programs, processes, polices, and new or continuing initiatives to include financial management, logistics, program evaluations, human resources management and planning, information technology, international deployment support services and border security training and foreign assistance for CBP;
  • Providing direct oversight and leading over divisions that produce high-level reports, performance metrics, quality assurance, strategic planning and overall goals and objectives for ISD;
  • Directing curriculum development, field experience, domestic and international training and assistance to foreign countries, and oversight of the international visitor program;
  • Establishing managerial and administrative goals and objectives through the development of long-range plans and resources to promote an efficient, economical and progressive organization; and
  • Coordinating closely with the Executive Directors, Assistant Commissioner, INA, Executive Assistant Commissioner, Operations Support, and other CBP senior leadership, engage in planning short and long term strategies for INA with a focus on interactions with and support from program office personnel across CBP.

Qualifications

Experience: GS-15: You qualify at the GS-15 level if you possess one year of specialized experience at the next lower grade level:
  • Managing or directing major components of programs that perform professional, technical or administrative work or directing the development of nationwide policy and program initiatives;
  • Participating in regular information planning sessions, maintaining productive interaction with staff, reporting on the status and progress of work accomplished to date, and monitoring work in progress;
  • Planning and initiating a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance; and
  • Managing short and long range planning activities that include multi-year work plans that are the products of subordinate organizational project and/or programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/28/2020.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include CBP LI five (5) weeks) of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Bargaining Unit: This position is not covered under the bargaining unit.
