Summary

A successful candidate in this position will serve as a Budget Analyst, with primary responsibilities for budget formulation and execution activities; although the incumbent will be competent in all segments of the normal range of budget administration and auditing activities. He/she will provide critical support to the Office of Budget and Financial Management to eliminate any backlog of financial data actions and continue to perform routing budgeting duties.

Responsibilities

As a Budget Analyst, you will:
  • Perform a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution and review of budgets for an assigned programmatic or functional component of DOE.
  • Formulate, develop and implement justifications for requested funds.
  • Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins to carry out the assigned budget functions.
  • Develop and merge data and assessments to be used for internal review and decision-making, ensure budget submission materials are accurate and complete, and that the presentations of final DOE budgets accurately reflect Secretarial decisions.
  • Identify, research and present salient budget issues resulting from analysis of program resource requirements to ensure accuracy of program cost and revenue estimates and consistency with program objectives.
  • Analyze and estimate the probable financial impact of proposed legislation, policies and shifts in program requirements or direction on current and future year program budgets.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-09: You must have one year of specialized experience equivalent to the GS-07 grade level. Specialized experience for this position is defined as:
  • Formulating and developing future budgetary requirements for mechanisms of support, using historical data, trend analysis and relevant funding patterns; And
  • Preparing and consolidating financial and accounting data from automated and other financial management information systems for budget application; OR

The following education:

Master's or equivalent graduate degree in Accounting, Business Management or Finance; OR

2 full years of progressively higher level graduate education leading to such a degree; OR

LL.B. or J.D., if related; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: You must have one year of specialized experience equivalent to the GS-09 grade level. Specialized experience for this position is defined as:
  • Experience providing technical advice or interpretations of budgetary/financial policies, guidelines, and/or directives to management officials; And
  • Seeking advice from managers to define budget requirements for formulation; And
  • Preparing analyses of annual finding needs for future budget years; OR

The following education:

Ph.D. or equivalent doctoral degree; OR

3 full years of progressively higher level graduate education leading to such a degree; OR

LL.M., if related; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area (e.g., financial oversight, budget formulation, and/or budget execution) sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyzes financial and budgetary relationships to develop recommendations for financial and/or budgetary action.
  • Knowledge of DOE, OMB, and Federal budgetary guidelines and regulations to formulate and/or monitor execution of the budget for assigned DOE program area. Knowledge is also required to prepare budget materials for justifications, apportionments and supplemental appropriations as well as other supporting documentation.
  • Knowledge of DOE budgetary processes, activities and financial systems to review, edit, analyze, approve, and/or make recommendations for programmatic or systematic changes.
  • Knowledge of mathematics and quantitative analysis to make adjustments and recommendations for budget plans and funding actions.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
