Arlington County Government is seeking an experienced and energetic strategic leader to serve as the Quality and Administration Division (QUAD) Chief for the Department of Human Services (DHS). This Division Chief has overall responsibility for quality service initiatives and administrative functions for an integrated Department which provides health and human services for approximately 50,000 residents of Arlington County. With a budget of over $165 Million in local, state, and federal funds, DHS works with community partners and a diverse staff of over 700 employees to strengthen, protect, and empower those in need through the provision of a wide array of behavioral health, social, public health, employment, and economic assistance services for adults, children, and families.

The QUAD collaborates with program managers to identify program goals and provide project management, policy development, training, audit tools, and guidance across DHS programs and departments. The QUAD Chief has direct oversight and accountability for four (4) programs including a staff of eighteen (18) employees, both professional and administrative. QUAD staff serve as experts and DHS resource for local, state, and federal human services regulation interpretation and works with managers to ensure compliance and consistency in their application.

The new Quality and Administration Division Chief will be inquisitive, offer fresh ideas, develop in-depth program analysis, collaborate with colleagues, and bring strategic leadership to the following four (4) program areas:
  • Quality Assurance: program performance measurement planning, data quality initiatives, equity analyses, and automated training development;
  • Human Resources: employee relations, recruitment, salary analysis, time and attendance, position control, policy development, and management training;
  • Compliance: program regulation interpretation, program audits, policy development, investigations and staff training; and
  • Facilities Management: safety & security initiatives, space planning, renovation project management, lease negotiation, custodial and maintenance contract management, and carpool management.
Responsibilities include:
  • Serving on the DHS Leadership team to support the Department Director in establishing and implementing the DHS vision, mission, and values across DHS;
  • Leading cross-cutting departmental initiatives, providing project coordination, and team-building to develop comprehensive and inclusive solutions to complex issues;
  • Applying best practices, project management experience, and change-management skills to identify and implement enhancements to policies, processes, and programs while ensuring consistency with local, state, and federal laws and regulations;
  • Developing standards and procedures which apply across DHS to enhance efficiency and effectiveness; and
  • Representing DHS in various County-wide initiatives, committees, and taskforces.
The ideal candidate is an exceptional communicator, both in preparing written documents and presenting information orally to a wide array of stakeholders including staff and senior leadership, as well as to colleagues in other County agencies such as the County Attorney's office, Department of Environmental Services, Human Resources Department, and the County Manager’s Office.

Selection Criteria

Minimum Qualifications:
  • A Bachelor's Degree from an accredited college or university with a degree in Public Administration, Management, Human Services, Human Resources, Business, or a related field.
  • Significant and progressively responsible (7+ years) managerial experience in in a mid to upper-level capacity with oversight of multiple administrative programs including some of the following:
    • Quality Assurance
    • Human Resources
    • Compliance and/or
    • Facilities Management
Desirables:Preference may be given to candidates with significant and progressively responsible experience in the following:
  • Master's Degree in a related field;
  • Project management expertise in a human services environment;
  • Working with diverse stakeholders at a variety of levels to implement change;
  • Record of significant innovative accomplishments in a complex human services organization;
  • Managerial experience in local, state or federal government;
  • Experience analyzing data and leading data driven decision making; and/or
  • Developing and managing policy-driven projects from conception through implementation.

This position is in the Arlington County Government’s Senior Program Management Accountability Program (SMAP), in which Senior Program Managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, and results achieved. Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
