Responsibilities

  • Serves as principal advisor to the Chief, Deputy Director, and leadership concerning all aspects of Verification's financial management and acquisitions.
  • Leads the development and implementation of broad budgetary plans, policies, procedures and systems associated with appropriated and non-appropriated funds for multiple major programs with national impact.
  • Manages activities associated with acquisitions, contracting, and performance measures to ensure compliance with all applicable laws, regulations, policies, and mandates.
  • Manages division financial resources which includes budget formulation and execution, accounting and financial reporting, and implementing management/financial controls.
  • Establishes an effective internal control program for the prevention of fraud, waste and abuse and supports agency compliance with the Federal Manager's Financial Integrity Act and OMB Circular A-123.
  • Manages congressional budget marks, OMB pass-back language, and other relevant actions as they pertain to the division.
  • Analyzes, advises, briefs, and defends recommendations to senior directorate and division leadership on financial and budgetary matters.
  • Ensures all financial documentation, i.e., obligations, expenditures, delivery status and available balances are accurate and supported with proper fund control documentation.
  • Oversees the communication of financial information (e.g., budget trends, issues, responses to budget data requests) to internal and external stakeholders, i.e. DHS, OMB, and Office of Chief Financial Officer.
  • Oversees the recruitment, selection and training of personnel to carry out financial management and procurement functions.
  • Promotes and supports a smart creative environment that is conducive to inspiring and motivating others to think of new and creative ways to improve the effectiveness and efficiency of budgetary and financial administrative activities.
  • Carries out Office of Equal Opportunity and Inclusion (OEOI) policies and program activities, communicating support of these policies to subordinates and encouraging active participation in OEOI program activities and training.
  • Provides authoritative interpretations of USCIS policies and procedures governing its financial and acquisition operations.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Managing the development and implementation of multi-funded budgetary and financial plans (appropriated, non-appropriated, and multi-year appropriations) supporting a major program having national impact.
  • Managing budget formulation and execution, accounting and financial reporting, and implementing management/financial controls; to include developing and implementing policy and procedures.
  • Directing annual acquisition planning, advising staff in the management of national contracts and contract management.
  • Ensuring subordinate staff execute and accomplish the operational and administrative goals of the organization.
  • Promoting and supporting a smart creative environment for all team members that is conducive to inspiring and motivating others to think of new and creative ways to improve the effectiveness and efficiency of budgetary and financial administrative activities.
