Responsibilities

You will:

- Serve as team leader in the Biological Analysis Branch (BAB), providing guidance and direction for the development of work products associated with the evaluation and implementation of pesticide registrations and reevaluation activities;

- Provide biological analyses of various regulatory and non-regulatory actions developed under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and related environmental statutes;

- Analyze and evaluate data to be used for recommendations or decisions affecting the interpretation or development of major policies and programs;

- Schedule, plan, and organize team assignments based on program priorities, ensuring deadlines are met and work products meet quality standards;

- Collaborate with internal and external stakeholders on special projects, tracking & reporting, and/or the development of standard operating procedures.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as conducting biological assessments related to agriculture and analyzing environmental policy and/or regulatory program issues; and experience developing documents which communicate decisions or findings.

Your application package will be used to evaluate your competencies in the following areas: 1) Ability to analyze policies relating to pesticide use and pest control in agricultural and non-agricultural scenarios; 2) Skill in current methods and practices of biological research including integrated pest management (IPM); 3) Knowledge of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and related environmental statutes; 4) Skill in analyzing data relating to pesticides, pest management, and impact assessments; 5) Ability to lead a scientific team; 6) Skill in oral communication; 7) Skill in written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.
