The incumbent serves as a Supervisory Information Technology (IT) Information Security (INFOSEC) Specialist Information Systems Security Manager (ISSM) and Deputy Cyber Compliance and Testing (CCAT) Division Chief for the Office of the Chief Information Officer (OCIO) Divisions' Cybersecurity Assurance Risk and Compliance (CARC) Branch.

Responsibilities

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) you will be responsible for the following duties:
  • Define, coordinate, and recommend comprehensive and coherent program protection measures for technology projects/programs.
  • Integrate information systems security standards, requirements and practices into DSS technology endeavors.
  • Develop policies and procedures to ensure reliability, accessibility and to prevent and defend against unauthorized access.
  • Conduct risk and vulnerability assessments of planned and installed systems/networks/enclaves to identify vulnerabilities, risks, and protection needs.
  • Ensure the rigorous application of information security/cybersecurity/computer network defense (CND) policies, principles, and practices in the delivery of all systems/networks/enclaves services.
  • Develop security contingency plans and disaster recovery procedures and conduct security evaluations, audits, and reviews.

This position has a Basic Requirement for the 2210:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Expert knowledge of CND tools, tactics, techniques and procedures, which support the tracking, management, analysis, and resolution of incidents or and extensive background in cybersecurity; Expert knowledge of Information Security issues; Knowledge of a wide range of analytical and evaluative techniques; Expert Knowledge of system analysis and design; Effective writing and speaking skill sufficient to be persuasive in reporting CND information and advocating solutions.
Specifically you will be evaluated on the following competencies:
1. Cybersecurity
  • Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance)
2. Information Technology Test and Evaluation
  • Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.
3. Technology Application
  • Uses machines, tools, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.
4. Leadership
  • Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
5. Strategic Communication
  • Written and Oral Communication. Design principles and technologies.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
