Responsibilities

This position is located in the Assistant Administrator for NextGen, ANG-1, NAS Systems Engineering and Integration Office, ANG-B, Systems Engineering Information Management Division, ANG-B5.

The incumbent supports the Systems Engineering Information Management Division by supporting the day-to-day software/technology work required to evolve, maintain and operate the Capability Architecture Tool Suite (CATS) environment. CATS is composed of the NAS SE Portal (SEP) website and the System Architect environment within FAA's Federal Cloud environment. The incumbent applies their information systems technical and project management expertise towards the delivery of desired strategic and tactical business outcomes. The incumbent works with teammates and contract support personnel to plan, design, deliver, and maintain high-quality software and FAA websites.

The incumbent oversees multiple technology projects and must demonstrate the ability to lead and support multiple tasks through collaboration. The incumbent applies their technical expertise to investigate, analyze and respond to complex issues throughout the system development life-cycle. They demonstrate the ability to effectively communicate and apply attention to detail in resolving problems. The incumbent is responsible for continuous improvement of the CATS solutions, evaluating technology opportunities, and introducing industry best practices while meeting DOT/FAA web standards.

Incumbent applies technical knowledge to guide development of software systems using a knowledge of techniques, procedures and processes such as operating system theory data structures, computer system architecture, software engineering and computer communications. The incumbent demonstrates experience with applying Angular, Node.js, Postgre SQL, and open source cloud products in a software environment. They have knowledge of integrating SQL solutions with other applications. Experience in resolving non-technical i.e. people related implementation challenges.

The incumbent works with leadership and stakeholders to resolve issues arising with site performance, custom components, code and database structure, and user interface. The incumbent provides FAA guidance and collaborates with contract support to evaluate cloud technology options, prototypes and the development of emerging capabilities and improvements.

Often represents FAA as a senior technical point of contact on projects, programs and other work activities.

Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's). Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of B5.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Other responsibilities include:

• Serving as an alternate technical contracting officer (TCO) for ANG-B5
• Resolving software design, user interface, visualization and performance issues
• Resolving application and infrastructure issues with FAA's Information Technology organizations
• Educating CATS users, stakeholders, and teammates
• Supporting ANG-B data exchange and integration initiatives

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to the basic requirements, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience with Angular, Node.js, Postgre SQL, Oracle and open source cloud products. Experience integrating SQL solutions with other applications. Experience in resolving non-technical i.e. people related implementation challenges.
