Responsibilities

Serves as the Warrior Athlete Reconditioning (WAR) Program Manager for Wounded Warrior Battalion - West Detachment, Balboa Naval Hospital, CA . Serves as the Detachment Manager and a recognized expert to independently conduct WAR Program activities and provide leadership for the related program at the Detachment.

Independently assesses fitness level by using a multitude of testing devices including computerized assessments for VO2 max, flexibility, blood pressure, muscular strength, muscular endurance, resting metabolic rate, and sleep. Considers pharmacological interplay to design therapeutic and exercise plans. Develops individualized physical reconditioning plans for wounded, ill, and injured Marines/Sailors. Develops individualized exercise prescription plans according to the patients' limiting conditions and test results. Adapts the exercise environment appropriately so patients can participate and excel in fitness activities. Educates WWBn patients in regards to their injury (ies) and treatment process. Answer patient's questions on injuries and treatment. Provides nutritional education/counseling.

Reports to the Detachment Officer in Charge and provides technical guidance, planning, budgeting, and administration for the Detachment wide WAR Program. Implements high visibility program plans that significantly affect overall operation and credibility of the WAR Program.

Implements WAR Program policies and adheres to all guidelines provided by the supervisor and the WWBn-W Program Manager. Provides expert presentations and briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures.

Collaborates with non-profit organizations including United States Olympic Committee - Paralympics, Disabled Sports USA, National Recreation and Park Association, as well as higher military headquarters, to provide education and events that assist the active duty member in recovery. Oversees associated work of instructors/coaches who are working with wounded, ill, or injured at Balboa naval Hospital, CA.

Manages distribution and movement of case information to ensure confidentiality and security. Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Notifies the higher level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information. Accesses the Bureau of Medicine and Surgery (BUMED) system/network to accomplish work which is an IT Level 2 system that requires a favorable personnel security determination via an Access National Agency Check with Written Inquiries (ANACI) or National Agency Check with Local Agency and Credit Checks (NACLC).

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resource Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.

Asks questions to determine, verify and solve problems. Check for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend conferences and meetings.

This is a mixed position where the incumbent must be able to lift and carry up to 45lbs independently and objects over 45lbs with assistance.

EVALUATIONS:

Qualifications

Bachelor's degree in Therapeutic Recreation or a related field appropriate to the work of the position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Current nationally recognized certification by the National Council for Therapeutic Recreation (Certified Therapeutic Recreation Specialist-CTRS), licensure by the Board of Recreational Therapy Licensure (Licensed Recreational Therapist - LRT) or Certification (ATC) from the National Athletic Trainer's Association Board of Certification (NATABOC) with eligibility for state licensure. Advanced knowledge in the following:
  • Pathology of injury and illness
  • Orthopedic clinical evaluation and diagnosis
  • Medical conditions and disabilities, including Traumatic Brain Injury
  • Acute care of injuries and illness
  • Therapeutic modalities: ultrasound, cryotherapy, thermotherapy, phonophoresis, neuromuscular electrical stimulation, diathermy, transcutaneous electrical nerve stimulation (TENS), continuous passive motion, massage
  • Conditioning, rehabilitative exercises utilizing computerized equipment and state-of-the-art weight training equipment
  • Pharmacology
  • Psychosocial interventions and referral
  • Injury Prevention and Risk Management
  • Nutritional aspects of injury and illness, including supplements
  • Healthcare administration

Ability to successfully complete and obtain/maintain a favorable background investigation at the ANACI or NACLC level.
