Summary

As a Procurement Analyst, you will be responsible for OCC procurement program identification, development, and maintenance. You will also assist in developing and implementing policies and procedures for OCC procurements.

Responsibilities

As a Procurement Analyst, you will:
  • Identify, develop, and implement procurement automation initiatives for all procurement functions nationwide, inclusive of simplified acquisition and
    contracting.
  • Perform special complex studies and analyses of OCC procurement practices in order to make innovative recommendations for change.
  • Develop procurement policy, procedures, and practices in order to achieve maximum customer service, efficiency, and cost savings/avoidance.
  • Provide technical assistance and strategy planning to the Contract Specialists relative to sensitive and complex procurement situations, as well as through solicitation, contract, contract file reviews, and analytical surveys.
  • Perform on-site reviews of OCC procurement functions relative to OCC guidelines and relevant portions of the Federal Acquisition Regulation (FAR),
    and the Department of Treasury Acquisition Regulation (DTAR), and the Department of the Treasury Acquisition Procedures (DTAP).
  • Advise Acquisitions' managers regarding systemic weaknesses in the OCC procurement function and recommend corrective actions.

Qualifications

You must meet the following requirements within 60 calendar days after the closing date of this announcement:

You Must Meet the Basic Requirements to initially qualify for this position:

1. Completion of all mandatory training prescribed by the head of the agency for progression to NB-V or higher level contracting positions, FAC-C Level I and Level II, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND

2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

AND

Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-V level, you must have specialized experience equivalent to the next lower level, NB-IV or GS-11. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:
  • Researching, reviewing and/or interpreting acquisition regulatory and directive material; AND
  • Providing advice on acquisitions; AND
  • Providing policy/procedures interpretation.

Mandatory training prescribed by the head of the agency for progression to NB-V or higher level: All Level I and II courses must be completed. If utilizing Federal Acquisition Certification in Contracting (FAC-C) certification to demonstrate completion of training requirements, the individual shall provide the necessary documentation of FAC-C certification and the appropriate continuous learning history to demonstrate the validity and currency of their FAC-C certification.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Salary range includes 22.26% geographical pay.
