Summary

The successful candidate in this position will serve as a resident Program Analyst for organizations with program, budget, cost, funding, and contractual activities who is responsible for providing wide-ranging multi-program management support and senior level program analysis expertise within NA-10's programs of record.

Responsibilities

As a Program Analyst, you will:
  • Apply authoritative knowledge of a variety of qualitative and quantitative program evaluation methods, concepts, principles, and related administrative laws, and regulations and relationships between other major NNSA and/or interagency programs to develop and perform analyses of proposed program plans for major changes in program direction or new program initiatives.
  • Lead or participate in meetings and program reviews or provide advice concerning impacts of planned program decisions and budgetary activities and to determine whether the contractor is accomplishing the agreed to scope of work within the funding and performance measures for the particular program.
  • Provide expert advice and guidance to senior program, project, or field site managers and their staffs, concerning the development of new and revised directives to meet changes in legislation, Congressional reporting requirements, Executive Orders, OMB guidance, and other regulations and policies, and to enhance performance evaluation.
  • Provide expert advice and guidance to senior program, project, or field site managers and their staffs, concerning the development of new and revised performance measurement systems.
  • Coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and responses to information requests from OMB and other external sources involving sensitive policy and program issues.
  • Provides authoritative advice and guidance to provide/exchange information, to convince/persuade others to accept controversial or unfavorable findings, and to recommend novel solutions to proposed actions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN-03, NN-03, NQ-02 or GS-12. Specialized experience for this position is defined as: Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.

Examples of qualifying experience include:
  • Experience utilizing management and organizational procedures to perform a wide variety of analytical studies and projects related to program improvement, productivity improvement, and/or long-range planning of program operations.
  • Experience providing program support and guidance to senior officials concerning organizational activities and/or management processes.
  • Experience applying pertinent laws, regulations, policies and precedents affecting the use of program operations.

  • Skill to lead, plan, and organize process improvement projects and a wide range of management studies pertinent to integration of programs associated with the mission of the organization.
  • Knowledge of pertinent laws, regulations, and policies to evaluate the content of new legislation that affect line and/or operating programs and in order to ensure program goals and objectives are met.
  • Skill utilizing computer software programs (e.g. ACCESS, EXCEL, etc.), in order to manage large quantities of computer generated data and to manipulate such information to form conclusions and/or options on a particular course of action.
  • Skill in oral communications with a diverse audience in order to develop constructive and cooperative working relationships with others in order to ensure efficient and effective corporate policies and procedural compliance, coordinate activities, persuade/defend, present information and recommend solutions to proposed actions; create reports and project documents to effectively represent data and gain recommendations and conclusions.
  • Ability to produce comprehensive written documents for internal and external audiences, to include: reports, analysis, correspondence, policy guidance, etc., which persuade or defend recommended solutions or alternative approaches.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
