Duties

Summary

The primary purpose of this position is to serve as a specialist in the Financial and Programs Branch with responsibility to establish a planned, systematic approach of management advice, quality assurance, and training to provide adequate confidence that projects or equipment will confirm to validated requirements. To provide technical and maintaining, controlling, and reporting financial information for financial service provided to the Air National Guard.

Responsibilities

  • Provides administrative oversight of the Quality Assurance Program.
  • Develops training programs that prepare budget and financial personnel in the comptroller shop for day-to-day support service requirements and wartime mission requirements.
  • Performs budget formulation work involving preparation of detailed analyses pf annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
  • Provides management officials technical financial advice and assistance related to the impact on financial transactions and program operations.
  • Conducts audits of significant scope and mission impact or participates as a team on large or highly complex audits as well as audits of limited scope, and coordinates with mobility office to coordinate training needed to support the unit.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level (obtained in either the public or private sectors) managing budgetary functions and performing cost analysis services for an organization. This experience must include activities such as: (1) analyzing budget estimates of organizational components or programs to consolidate them into a budget; (2) monitoring or tracking budget expenditures to ensure cost-effective support of programs and policies; (3) developing cost estimates and conducting cost analyses to prepare reports in support of fiscal planning; (4) providing responses to management inquiries regarding the status of funds, expenditures, or obligations; (5) providing management with recommendations between alternative solutions to financial issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of general audit and accounting practices, methods, and techniques and generally accepted accounting principles and standards.
2. Knowledge of laws and regulations governing accounting and auditing procedures.
3. Knowledge of financial management systems and practices and ability to gather and report financial management information.
4. Ability to analyze and interpret financial reports, schedules, and statements and make appropriate recommendations.
5. Knowledge of and skill in applying the principles, theories, techniques, and practice of accounting, management and auditing to situations encountered and projects, and techniques of statistical sampling.
6. Ability to communicate, both orally and in writing, and shill in conducting interviews and ability to maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
