What is The Chief Financial Officer (CFO) Division? The IRS Chief Financial Officer (CFO) organization is responsible for the custodial accounting of over $3.3 trillion in taxpayer payments, as well as for managing the IRS' $10+ Billion annual operating budget. In addition, the CFO advises the IRS Commissioner and other top executives on issues dealing with financial management, financial systems, strategic planning, performance management, budget formulation, budget execution, and internal controls.


WHAT DOES A STAFF ACCOUNTANT DO? The selectee will serve as a Senior Staff Accountant with responsibility for establishing and applying accounting theories, concepts, principles, and standards to the financial activities of the IRS. This position ensures that financial systems, operations, and reports meet the requirements of law and regulation.

As an Accountant you will:
  • Review and interpret federal legislation, rules, standards, and regulations pertaining to accounting financial management.
  • Analyze and evaluate agency-wide accounting operations, policies, procedures, and systems for compliance with standards and internal controls.
  • Design, implement, and assess internal control processes and systems pertaining to agency-wide accounting and financial management activities
  • Prepare, analyze, interpret, review, and present accounting data, reports, and financial statements. Provide high-level technical support to the financial statement audit.
  • Apply cost accounting methods to agency-wide data and systems, in partnership with business units, to report the cost of major activities for management information purposes.

Qualifications

You must meet the following requirements by the closing date of this announcement.

BASIC REQUIREMENTS: You must have a Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement required above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the above, you must meet the requirements described below:

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; managing, operating, and analyzing cost accounting systems in connection with manufacturing or other business activities; designing, implementing, and assessing internal control processes and systems; preparing financial analysis and evaluation work requiring a comprehensive knowledge of (a) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (b) the financial and management structure, operations, and practices of corporate and other organizations.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-timework; part-time work is considered on a prorated basis.
