CSS is now hiring a full time Environmental Compliance Specialist. This position will support the National Centers for Coastal Ocean Science (NCCOS) Program Coordination and Communication Branch in oversight and implementation of NCCOS', Environmental Compliance (EC) Program.Responsibilities:The successful candidate will assist the NCCOS EC Coordinator (ECC), with monitoring and ensuring all NCCOS Science programs are in compliance with NOS EC Program requirements and communicate compliance responsibilities to NCCOS Leadership, program Management Teams, project investigators, and NOS Leadership as needed.* Assist with writing/editing comprehensive environmental reviews for science activities/projects in compliance with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Essential Fish Habitat (EFH) provisions of the Magnuson-Stevens Act, National Marine Sanctuaries Act (NMSA), National Historic Preservation Act (NHPA), Marine Mammal Protection Act (MMPA), Clean Water Act (CWA) and other regulatory statutes as needed. These reviews may be in the form of categorical exclusion (CE) documentation or environmental assessments (EA).* Assist NCCOS ECC with monitoring and tracking the environmental compliance status of the NCCOS science portfolio conducted by internal scientists and external grants funded projects (eg Competitive Research Program, RESTORE Act), using the Portfolio Management System and/or other methods and report out on key metrics annually. This includes tracking of permits as applicable.* Provide guidance to scientists on project specific best management practices for protected resources as needed, using available NCCOS compliance resources .* Help the NCCOS ECC conduct consultations and coordination with regulatory agencies such as the National Marine Fisheries Service (NMFS), US Fish and Wildlife Service (USFWS), US Army Corps of Engineers (USACE) and others as needed to ensure regulatory compliance with environmental statutes to include writing requests for concurrence or formal consultations.* Assist the NCCOS ECC with providing oversight, guidance, education, training and assistance to NCCOS staff members as needed to complete environmental reviews and maintain full compliance with NEPA and other environmental statutes.* Support the NCCOS ECC as needed to coordinate and/or write environmental and regulatory reviews in support of Engineering with Nature(R) (EWN(R)) projects in collaboration with the USACE. This may include but not be limited to, writing categorical exclusion memos, consultations with NMFS and other natural and cultural resource regulatory agencies and development of environmental and biological assessments to facilitate regulatory approval of EWN projects that incorporate nature-based solutions (eg, marshes, seagrasses, oysters reefs, islands, etc.)* Track and report on new environmental rules and regulations with the potential to impact NCCOS activities and provide guidance documents to communicate changes to the NCCOS EC Program, as needed.* Participate in NOS EC working group meetings, data gathering and respond to program office requests for compliance information from the NOS EC Coordinator, as needed.* Coordinate environmental reviews for construction-related activities at NCCOS facilities, as needed. Qualifications * Minimum required qualifications are a Bachelor of Science degree with at least two years of work experience in the environmental science/compliance field. * Demonstrated knowledge and experience with environmental statutes such as NEPA, ESA, EFH provisions of the MSA, NHPA, MMPA, etc. * Ability to identify the appropriate level of NEPA analysis (CE, EA, EIS) for an action, conduct environmental analysis to make effects determinations, and determine other compliance requirements (ESA, MMPA, NHPA, etc.) appropriate to the action. * Demonstrated ability to work on multiple compliance project components simultaneously, identify priority needs and make workload adjustments, as needed.* Ability to work independently, take initiative, respond in a timely manner, and be productive in a fast-paced, team environment.* Demonstrated attention to detail, excellent organizational skills, and good client service values.* Experience with the suite of Google collaborative tools including developing Google Sites webpages, MS Word, PowerPoint etc.CSS is an Equal Opportunity/Affirmative Action Employer who provides equal employment opportunities to all employees and applicants for employment without regards to race, color, religion, sex, gender identity, sexual orientation, pregnancy, national origin, age, disability, veteran status or genetic information.
