Responsibilities

You will serve as Program Analyst, and in this capacity, you will:
  • Extract, integrate, analyze and report quantitative and qualitative information from the Agency's administrative datasets and sources (e.g., electronic grants management system [eGMS], geographic data [GEO], and reports filed by award recipients), ad-hoc data collections supporting Agency programs, and external datasets and sources (e.g., Census demographic data).
  • Create and update standardized reports, fact sheets, and/or dashboards for reporting customized information about the Agency's performance to senior staff and other Arts Endowment offices and divisions, as well as external stakeholders, using compelling data visualizations, including but not limited to maps and graphs, and concise and readable narrative.
  • Ensure that any data collection and extraction methods, instruments, protocols, or analytical approaches pertaining to Agency program evaluation and performance measurement are valid, reliable, effective and consistent with the Agency's research goals and policies/guidance, and to the extent relevant, to OMB Paperwork Reduction Act policies/guidance.
  • Provide support to the Agency's performance measurement program, which includes developing performance goals and indicators in consultation with Agency staff and stakeholders, designing or revising forms and data collection instruments and techniques, analyzing performance data, preparing annual performance plans and reports for submission to OMB and Congress and implementing multiple strategies to ensure completeness, validity, and accuracy of the NEA's performance data.
  • Provides administrative and technical support to the Agency's Chief Data Officer and Data Governance Board, implementing those efforts consistent with the Federal Data Strategy and Foundations for Evidence-Based Policymaking Act to make data easy to find, access, and use.

Qualifications

In order to qualify for this position, you must meet the following requirement:

GS-12:

I have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service, with experience in performing of the following duties: 1) using analytical software and query tools to perform extraction, processing, and analysis of datasets; 2) analysis of numeric and unstructured data; 3) monitoring and ensuring data quality and integrity of administrative datasets; and 4) performance measurement and reporting.

GS-13:

I have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service with experience performing the following duties: 1) using analytical and software query tools to perform extraction, processing, and analysis of large datasets; 2) analysis of numeric and unstructured data, including multivariate statistics and qualitative analysis; 3) monitoring and ensuring data quality and integrity of administrative datasets; 4) conducting performance measurement; and 5) conducting and/or assisting with data analytics contract management.

Candidates will be required to demonstrate their ability to extract data, merge two large datasets, and conduct descriptive analysis of a large dataset prior to selection.
