Summary

This supervisory position is located in the Office of Human Resources (OHR), reporting to the Deputy Associate Director, Management Division. This position is responsible for the management and direction of the human resources management program within the Financial Crimes Enforcement Network, a bureau of the U.S. Department of the Treasury. This program fosters a climate of creative and innovative problem solving and providing outstanding customer service.

1-Non Sensitive: This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Human Resources Officer, you will:
  • Serve as the bureau Human Resources Officer. Plan, develop, direct, and administer a comprehensive human resources management program for all bureau employees.
  • Supervise an immediate staff of three supervisors, contractors, and support personnel (including shared service providers) involved in the full range of human resources management functions.
  • Participate in operational planning with top level management to determine the effect of proposed changes to the human resource management programs.
  • Supervise program management; direct policy interpretation and implementation/adaptation; provide technical and professional leadership; oversee resource management, personnel management and equal employment opportunity.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:
  • Independently providing detailed technical advice/consulting support to senior agency managers specific to Title 5 in at least 6 of the following areas: Human Capital Strategy, Human Capital Evaluation, Workforce Analytics, Talent Management, Recruitment and Placement/Staffing, Position Management and Classification, Pay Setting and Administration, Benefits and Compensation, Human Capital Policy, Employee Relations and Performance Management, Payroll Services, Workforce Planning, or Talent Development and Training; and
  • Leading or supervising the work of HR staff members; and
  • Identifying and using metrics to support HR initiatives, recommendations, decisions or programs.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
