Responsibilities

This position is in the Office of Policy Analysis (OPA), which reports to the Assistant Secretary-Policy, Management and Budget (AS-PMB) located in Washington DC. The OPA assists the AS-PMB in formulating, developing, analyzing, evaluating, and executing the departments policies, evaluating departmental programs, developing new programs and conducting economic analysis of natural and environmental resource issues.
  • Works as a senior member of a staff of policy and program analysts furnishing policy and program analysis to the Secretary, the Deputy Secretary and the Assistant Secretary - Policy, Management and Budget. Participates in and is responsible for analysis of major program and policy issues; analysis of the effectiveness of existing and proposed policies and programs; and development of methodology and technical guidance for policy, and program analysis to ensure that the underlying information and analysis is sound, complete and of the highest quality.
  • Reviews significant regulations proposed or under consideration by DOI bureaus and other Federal agencies to determine significant impact on DOI's mandates, programs, and policies. Reviews reports to Congress and the public prepared by bureaus and other agencies.
  • Participates, and often takes the lead, in the preparation and review of briefing or decision documents and reports that develop the information necessary to make Secretarial decision(s). Advises the Deputy Director; the Director, Office of Policy Analysis; and the Deputy Assistant Secretary - Policy regarding 1) quality of the documents and analysis; 2) need for further information and analysis; and 3) policy recommendations. Participates in special studies needed to improve quality of briefing and decision documents. Coordinates inter-bureau efforts to prepare and improve such documents.
  • Assists in, and often leads, the conduct of policy and program analysis related to natural resource and environmental issues, development of legislative proposals, review of legislation under consideration by the Congress, and related testimony; review of significant regulations proposed or under consideration by DOI bureaus and other Federal agencies if they might have significant impacts on DOI's mandates, programs, and policies; review of reports to Congress and the public prepared by bureaus and other agencies; and review of controlled correspondence. Advises the Deputy Director and Director, Office of Policy Analysis; the Deputy Assistant Secretary - Policy; and the Assistant Secretary - Policy, Management and Budget on issues related to any of the above areas, as assigned.
  • Maintains knowledge of programs, and of legislative, policy and budgetary program developments in assigned bureau(s) and in other bureaus, as required.
  • OS has determined that the duties of this position are suitable for telework on an ad-hoc basis with supervisor approval.

    Minimum Qualification Requirements:

    To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.

    Specialized Experience GS-14

    To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (1) providing leadership and guidance in support of organization goals; (2) Experience leading studies of complex environmental and cultural programs that involve competing interests among internal and external groups; (3)Experience working collaboratively across functional and organizational (federal, state, local, and tribal) lines, internally and externally, in developing and implementing federal policies; (4) knowledge of and demonstrated competency in the application and implementation of environmental and cultural laws, regulations, policies, and programs.     A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.
