Summary

The individual selected as Supervisory Equal Opportunity Specialist will direct a group of investigator, paralegal and clerical staff providing support to teams of attorneys and staff working on investigations, lawsuits and compliance monitoring. The employees and contractors in the group perform investigative, litigation and compliance work at the GS-13 level and below.

Responsibilities

The individual will perform the following key duties:
  • Manage the workload of a staff of investigators, paralegals, clerical employees, and paralegal contractors, including making and prioritizing assignments, managing workflow and deadlines, and tracking completion of projects.
  • Supervise and evaluate the performance of a staff members.
  • Train employees and contractors and provide direction and technical assistance in investigative skills and techniques including analysis, interviewing, fact-finding, document management, drafting legal documents, preparing exhibits and other demonstratives, preparing recommendations and other reports, trial preparation, cite checking and Bluebooking, processing payments for aggrieved persons and witnesses and payments to the Treasury, working with expert witnesses, and handling logistical details.
  • Advise staff members and provide technical assistance on the statutes that the Section enforces, claims made under the statutes, including race and national origin discrimination in housing, sexual harassment in housing, familial status claims, design and construction claims, assistance animal claims and fair lending cases.

    Qualifications

    To qualify at the GS-14 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or other pay system. This experience must include: analyzing and applying civil rights laws and regulations, such as the Fair Housing Act, the Equal Credit Opportunity Act, Title VII, Title II, the Americans with Disabilities Act or other civil rights or equal opportunity laws and regulations; performing supervisory duties such as making and prioritizing assignments, managing workflow and deadlines, tracking completion of projects, evaluating work performance and providing feedback to others on their performance; training and mentoring staff members in investigative and litigation skills and techniques such as interviewing, fact-finding, document management, drafting legal documents, preparing exhibits and other demonstratives, preparing recommendations and other reports, trial preparation, cite checking and Bluebooking, processing payments for aggrieved persons and witnesses, working with expert witnesses, and handling logistical details; providing leadership, such as relationship-building, influencing, motivating, and challenging others to learn new skills and do their best work; and demonstrated ability to communicate clearly in writing, taking into account the intended audience and using the appropriate level of detail; types of writing may include emails, memos, recommendations and other written work.

    Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME-IN-GRADE REQUIREMENTS: If you are a current GS employee applying for a higher grade than the grade that you currently hold, you must provide an SF-50 that shows that you have held the next lower grade for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate you have held the next lower grade for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.
