Summary

About the Position: Serves as a Program Analyst, assistant manager of the Department of Defense Official Mail Program; responsible for developing policies and procedures for the Department of Defense (DoD) use of the postal services provided by the United States Postal Service (USPS). The DoD official mail program provides essential support to programs which have DoD-wide impact on morale, logistics, and command and control.

Responsibilities

  • Assists DoD Official Mail Manager (OMM) with all aspects of managing the DoD Official Mail Program.
  • Assist the OMM by maintaining computer-based system, monitor official mail management to include monitoring official mail bills to determine postage cost trends.
  • Reviews DoD Component supplements to DoD official mail policies and recommends approval or disapproval.
  • Serves as an alternate representative for DoD to GSA and USPS on official mail policy matters.
  • Assists the OMM to develop and update the worldwide DoD Official Mail Training Program

Qualifications

This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Position may be filled as a temporary promotion or temporary reassignment NTE 5 Years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.

This position is a TERM position. It is time-limited and may be extended up to a maximum of six years. This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, the employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND the employee must have a current performance rating under such term appointment of at least fully successful or equivalent. DoD Components may extend competitive service term appointments made in accordance with the" Modification of Temporary and Term Appointments Within the Department of Defense" memorandum beyond 6 years up to 8 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience required for GS-12: One year of specialized experience which includes developing policies and procedures affecting postal services provided by the United States Postal Service (USPS); implementing policies, plans, and programs for the improvement of official mail service; ensuring official mail training is provided to personnel, and developing programs such as Department of Defense (DoD) Official Mail Training Programs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
