Responsibilities

As a Contract Specialist for the Defense Counterintelligence and Security Agency, within Acquisition and Contracting, you will report to a Supervisory Contract Specialist. This position can report to any of the following offices: Vetting Contracting Office, Critical Tech Protect and Enterprise Purchasing Contracting Office, Information Technology Contracting Office, or Strategic Planning and Advocacy.

As a CONTRACT SPECIALIST you will be responsible for the following duties:
  • Providing business advice and performing all pre-award and post-award functions, using a wide range of contracting methods and types; to procure a variety of goods and services.
  • Performing and overseeing market research/analysis to determine availability of goods and services; analyzing market trends, commercial practices, conditions and technological advances; and selecting appropriate contracting techniques and procedures to solve any acquisition problems.
  • Providing business advice and assistance to technical personnel involved in the development of the statement of work/objectives, performance specifications, or data requirements.
  • Reviewing requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with monetary limitations and current market practices and conditions.
  • Developing evaluation criteria to use in determining source selection and "best value" requests for proposals which include utilization of past performance data and technical qualifications for awards other than lowest price.
  • Communicating with industry to resolve issues, answer questions, and obtain industry input in such forums as industry days, pre-solicitation conferences, and post-award conferences.
  • Determining appropriate method of procurement (e.g., competitive advertisement or negotiation) using a wide range of contracting methods and contract types.
  • Understanding and using an automated contract system/software program for contract preparation.
  • Working in a team environment to achieve common goals to support and enable the DCSA mission.

Qualifications

This position has a Basic Requirement for the 1102:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:

Experience in the 1102 job series in the Federal Government is required. Experience managing complex procurement actions, such as procurements for: complex commercial and non-commercial services; agency-wide support services; or information technology hardware, software, and services (including software as a service). Experience should be sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a major procurement action and to provide relevant comprehensive management advice to senior leadership.

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
