Responsibilities

  • The Professional Development Specialist will ensure that the Professional Development Office (PDO) programs and operations have necessary administrative support and directly advance important professional development initiatives.
  • The Specialist will work independently and as part of an active and collaborative team, providing administrative support to office operations and programs, as well as provide outstanding customer service.
  • Other duties include but are not limited to the following:
  • Coordinates all aspects of support for both in-person and online training programs.
  • Ensures that training technology works properly, including incorporating audience response software into presentations, loading presentations into appropriate platforms, and testing technology to ensure that it is operational.
  • Ensures effective use of the learning management system, including monitoring completions of training assignments, running customized reports and developing standard reports to run on a schedule.
  • Coaches staff in performance of routine learning management system maintenance tasks.
  • Provides administrative support for the office, including assisting with scheduling interviews and otherwise organizing the hiring and onboarding process.
  • Coordinates organization-wide participation in mentoring events and programs.
  • Coordinates the use of tools such as surveys and focus groups to assess the success and value of a program.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-11

Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service that included: 1) coordinating operations of an employee training and/or development program to include scheduling presenters, reserving space, arranging for equipment, etc.; 2) working in a learning management system to create accounts and track training requirements; 3) managing administrative office operations; and 4) assisting with troubleshooting of an e-learning system. (Must be reflected in resume.)

OR

Education: Possess a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education (54 semester hours) leading to such a degree in Business, Education, Leadership, or a directly related field of study, or LLM, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full- time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (Must submit transcripts.)

OR

Combination of Education and Experience: Have an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of two full years (36 hours) may be used to qualify. (Must submit transcripts and be reflected in resume.)

Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service that included: 1) managing scheduling, space requirements, equipment and learning material needs for employee training and/or development programs; 2) analyzing current mentor/developmental programs, policies, and procedures to determine gaps and needed enhancements; 3) collaborating with experts to implement innovative ways to use training systems to better meet the needs of personnel; and 4) providing technical and administrative support and guidance regarding training programs and e-learning systems. (Must be reflected in resume.)
