Summary

The Civil Rights Division (CRT) is a key component of the Department of Justice and fulfills a critical mission in upholding the civil and constitutional rights of all individuals, including some of the most vulnerable members of our society. This position is located in the Professional Development Office, the CRT organization that is primarily responsible for providing training and professional development opportunities to staff throughout CRT.

Responsibilities

  • Will oversee the CRT professional development program for Professional and Administrative Support Staff (PASS), and plan, manage and execute recruitment, training and development of CRT's Centrally Assigned Paralegal Support (CAPS) program.
  • Other duties include but are not limited to the following:
  • Designs, develops and implements training, mentoring, and professional development opportunities for PASS staff.
  • Manages all aspects of the CRT CAPS program, including recruiting, hiring, training, assigning, and rating CAPS personnel.
  • Coordinates participation in career fairs and recruitment events at colleges and universities to highlight entry level employment opportunities with an organization and attract a diverse pool of high caliber applicants.
  • Assess the effectiveness of programs by conducting interviews, developing survey instruments, organizing focus groups, and implementing similar assessment tools.
  • Design and implement comprehensive initial training for new hires to cover a wide array of administrative, technical and paralegal responsibilities.
  • Design and implement ongoing and one-time training programs for PASS employees involving the use of internal resources, as well as outside vendors when necessary.
  • Ensures that CRT has a robust mentoring program for all staff, and directly provides mentoring and coaching to CRT PASS employees.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

To be qualified for the GS-14 level, applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service that included: 1) identifying training needs or problems and recommending solutions for a professional development program; 2) facilitating training using internally developed or purchased training materials; and 3) developing plans, goals, and objectives for the implementation and administration of professional development programs. (Must be reflected in resume.)
