Summary

This position is located in the Information Technology Division (ITD), Engineering and Operations Branch (EOB). The selectee will provide AOC-wide support of server and network infrastructure as well as desktop and mobile endpoints including evaluating and introducing new hardware, software, and technologies. EOB also provides customer service and technical assistance to the AOC user community through the IT Helpdesk and is responsible for the management of all AOC IT assets.

Responsibilities

The selectee will serve as Chief of the EOB Branch and will be responsible for managing AOC's information Technology Infrastructure. As such, activities include the evaluation of new technologies, establishing standards, procedures and service-level agreements and providing a range of technical support services including requirements analysis, acquisition, installation, customer service and training.

This position supports the Office of the Chief Information Officer, providing authoritative advice and recommendations regarding information technology (IT) throughout the agency.

MAJOR DUTIES:
  • Serves as the technical expert responsible for tracking budget expenses, Project Management, Problem Solving, LAN Knowledge, Proxy Servers, Networking Knowledge, Network Design and Implementation, Network Troubleshooting, Network Hardware Configuration, Network Performance Tuning, Desktop/Laptop Hardware Knowledge, People Management.
  • Maintains existing enterprise systems, while providing direction in all technology-related issues in support of information operations. Must have knowledge of Windows and Mac environments. Participates in the formulation and implementation of ITD's short and long-range goals.
  • Advises the Office of the Chief Information Officer about the costs, efficiencies and desirability of revising or adopting new approaches and standards for new technologies. Conducts studies and evaluations of information technology, including desktop hardware and software concerning the capacity and performance against known and forecasted demand and the efficiency and effectiveness of the technology. Implements these technologies to support the development of AOC information systems.
  • Supervises employees performing work at the GS-13 and GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the branch. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, candidates must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience is defined as having experience performing program management tasks such as:

(1) planning and developing program goals and objectives (e.g., full lifecycle of IT services);

(2) project planning and management-developing, scheduling, coordinating and managing projects and resources (e.g., monitoring and inspecting costs, work and contractor performance); and

(3) providing oversight for the delivery of various hardware and software solutions to meet operating needs.

In addition to meeting the specialized experience stated above, applicants must have IT-related experience demonstrating each of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


  • Education

    ***A Bachelor's degree from an accredited college or university is required for all positions at the GS-14 grade level and above at the Architect of the Capitol. A degree in information technology or related field is preferred.***

    You must show successful completion of a full course of study in an accredited college or university leading to a bachelor's degree or higher. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
