Commerce Enterprise Services seeks an innovative and energetic professional to execute a transformational federal contracting model relying on process efficiencies and economies of scale and be responsible for full lifecycle, end-to-end acquisition services for bureaus without procurement authority, and a robust Strategic Sourcing program Commerce-wide. The incumbent assures world-class customer service and collaborates with peers and counterparts throughout the Department.

Responsibilities

The Director of Acquisition Services will work closely with the Executive Director of Enterprise Services in managing and executing the Department of Commerce's acquisition portfolio. The incumbent serves as chief liaison with the Department's Senior Procurement Executive. Duties include:
  • Leading a transformational federal contracting model relying on process efficiencies and economies of scale
  • Directing the work of the Enterprise Services Acquisition line of business with unlimited procurement authority
  • Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work
  • Overseeing execution of competition management, acquisition planning, and business and contract strategy
  • Supervising a multi-faceted and diverse workforce to accomplish organizational objectives
  • Enforcing Departmental policy to ensure compatibility of business processes across multiple organizations
  • Complying with federal acquisition statutes, regulations, and policies
  • Providing full life-cycle acquisition support services to stakeholders within ES and across the Department
  • Managing the Department's strategic sourcing portfolio and growing it as needed to maximize cost avoidance.
  • Negotiating best-in-class purchasing instruments that drive the costs of supplies and services lower in support of public interest
  • Creating a collaborative environment with technical, legal, fiscal and acquisition representatives to achieve higher success rates
  • Monitoring contracting activity performance and resolving problems necessary to meet service level agreements
  • Anticipating the effects of legislative and administrative changes and initiatives and ensuring development of effective, legally-compliant, fully responsive acquisition strategies to provide for implementation of programmatic priorities
  • Advising the Executive Director of Enterprise Services and other senior leadership on the entire range of acquisition matters, and building consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient allocation of resources
  • Designing and implementing strategies that maximize employee potential, connecting the organization horizontally and vertically, and fostering high ethical standards in meeting the organization's vision, mission, and goals, with the support of the Executive Director of Enterprise Services
  • Providing an inclusive workplace that fosters the development of others to their full potential
  • Making decisions on personnel policy matters affecting the operation, including personnel actions involving subordinates, employee grievances, workforce reductions, and adverse conditions, with the support of the Executive Director of Enterprise Services
  • Working collaboratively with peers and counterparts within ES and across the Department

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
  • Demonstrated experience working with Agency Executive stakeholders to achieve transformational changes that resulted in increased Federal Acquisition performance in support of stakeholders' missions and programs.
  • Demonstrated experience and understanding of strategic sourcing and strategic sourcing portfolio management (in excess of $100 million) with a proven track record of achieving significant savings or cost avoidance through strategic sourcing for government entities.
  • Demonstrated expertise in developing and refining a wide variety of acquisitions strategies in collaboration with other acquisitions professionals across a large, functionally diverse enterprise.

    Background Investigation: This position is designated as non-critical sensitive, moderate risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.
