Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the Cybersecurity Division leads cybersecurity efforts for CISA as the Nation's flagship civilian cyber defense organization. The division collaborates with partners across the government and private sector to enhance the Nation's cybersecurity by sharing information, providing cybersecurity services and technical assistance, as well as through education and awareness.

In this position, you will serve as Management and Program Analyst. Typical work assignments include:
  • Supporting the execution of assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  • Coordinating with sub-division and division staff to develop decision-making tools for leadership, such as project plans, briefings, and executive summaries or reports.
  • Working within a team to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.
  • Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of short and long-range goals of the organization, developing detailed plans for implementing them, and overseeing implementation of the goals in subordinate organizations.
  • Planning, developing and conducting special studies, program reviews or process analyses.

Qualifications

You qualify for the GS-11 grade level (starting salary $72,030.00) if you possess one year of specialized experience at the GS-09 grade level performing the following duties:
  • Capturing and reporting data for long range planning and/or program implementation;
  • Assisting with the development or editing of operational policies and procedures; and
  • Working with a team to improve operational planning.
  • OR

    If you have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    If you have less than one year of specialized experience and less than three (3) years of graduate level education but you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
