Summary

A successful candidate in this position will serve as a Subject Matter Expert (SME) for the employee relocation program for the Department. The incumbent is the SME accountant to perform complex relocation actions and coordination with program offices, including the Office of the Chief Human Capital Officer and Office of the General Counsel.

Responsibilities

As an Accountant, you will:
  • Assist in mentoring, developing functional materials and training staff on relocation functions.
  • Serve as a SME accountant, overseeing complex DOE relocation and permanent change in station travel program and responsible for required data reporting to GSA, reviewing relevant FTR updates that include relocation policies are updated and disseminated. Operations that include, but are not limited to, accounts receivable, fund distribution, obligations, payments, credit reform accounting, financial reporting in accordance to FTR and DSSR, etc.
  • Perform analysis and reconciliation of accounting/financial data and information, reviews and identifies errors related to the preparation of financial statements, consolidated financial statements and/or the annual Agency Financial Report, and any special managerial reporting as a result of Congressional, central agencies' or internal reporting requirements, ensuring that there are no accounting errors in any of the financial report or documents. Further, perform the duties of a COR for the assigned relocation contract.
  • Recommend, develop, and publish financial and accounting policies, principles and procedures for the organization or program, financial management oversight, risk analysis, corporate reviews and analyses, management controls, accountability reporting, audit resolution and follow-up, and related issues. Incumbent will collaborate with the HQ and NNSA Office of Chief Human Capital Officer, Office of General Counsel and Program and Functional Offices related to policies and procedures on relocations and change in permanent duty stations of employees.
  • Develop and monitor accounting systems elements and internal controls, identifying problem areas and developing solutions to improve operating program or overall Department accounting and financial management effectiveness.
  • Conduct special projects to perform in-depth analysis of high level complex accounting data and interprets that data/information to ensure that information accurately reflects the financial condition of the assigned organization.
  • Research, prepare, and develop white papers, position papers, and memoranda in response to inquiries and to defend the DOE's position in complex and unique areas or topics involving DOE and the federal financial environment.

Qualifications

BASIC REQUIREMENTS:

A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • In addition to meeting basic education qualification requirements described above, applicants must have at least one year of specialized experience as defined below.

    SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
    • Analyzing and evaluating domestic and foreign Permanent Change of Station authorizations, modifications, requisitions, and vouchers to ensure it's in compliance with applicable laws, regulations and policies. Examples are FTR, DSSR and DOE Travel Manual.
    • Advising customers of entitlements based on established regulations such as the Federal Travel Regulation (FTR), the Department of State Standardized Regulation (DSSR), and Relocation Income Tax Allowance (RITA) to assist them in decision-making.
    • Providing advice and guidance to customers on the control and recording of payment transactions, reimbursable funding, payroll, relocation and funding availability to ensure adherence to fiscal limitations, approved funding and budget ceiling.

  • Knowledge of concepts, principles, and practices of accounting and financial management and of Federal accounting operations, practices, processes and procedures at a departmental or major agency level and subordinate field or other component entities to analyze complex cost and financial accounting issues.
  • Skill in applying and reconciling both U.S. Government Standard Ledger (USSGL) based proprietary and budgetary accounting, cost accounting principles and practices, in applying auditing processes and procedures, and in gathering and analyzing information related to Federal financial management sufficient to define internal management controls.
  • Knowledge of finance and accounting systems specifications and requirements, and the Federal financial management requirements and procedures for budget formulation and execution and funds control to develop, document and implement accounting procedures or guidance.
  • Skill in oral and written communications to work with other professional accountants and auditors to develop and present complex ideas that highlight key issues and summarize the options and recommendations in a clear and concise manner.

  • Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
