This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Office of the Chief Financial Officer. The incumbent serves as the Associate Chief for Financial Management and reports to the Chief Financial Officer via the Deputy Chief Financial Officer.

Responsibilities

In this position, you will serve as a Supervisory Accountant.

Typical work assignments include:
  • Managing and/or performing accounting reconciliations and other accounting analyses common to federal agencies including reconciliation between the general ledger and subsidiary ledgers/systems, research and resolution of suspense account balances, validation/verification of unliquidated obligations, oversight of transactions impacting the value of property owned by the agency, and evaluation of expenses stemming from agency operations.
  • Overseeing commitment and obligation of agency funds.
  • Overseeing centralized management of agency travel authorization/voucher review and approvals.
  • Providing executive leadership in the financial management, consolidated reporting, and accounting oversight of CISA's finance and accounting programs and activities.
  • Designing, implementing, and/or monitoring internal controls to identify problem areas, improve operating program effectiveness, and maintain the integrity of financial information.
  • Developing and implementing performance-reporting requirements to measure the effectiveness of process improvement changes.
  • Performing the full range of supervisory responsibilities for the work of the professional and technical staff assigned to the Division.
  • Performing management responsibilities ensuring that subordinate position descriptions are designed and structured for optimum efficiency, effectiveness and economy. Keeps employees informed of management goals and objectives.

Qualifications

You qualify for the GS-15 grade level if meet both the Basic Requirement and Specialized experience requirement shown below.

Basic Requirement:

You must meet one of the following:

A. A bachelor's or higher degree in Accounting, or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") You must submit copies of your transcripts to verify your education, or you will be rated ineligible.

B. A combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must submit copies of your transcript and CPA/CIA certificates (if applicable), or you will be rated ineligible.

Specialized Experience Requirement:

You must have at least one year of specialized experience equivalent to at least the GS-14 grade level supervising or leading the following functions: 1) reviewing financial deliverables and reports that feed the agency's financial system and financial statements and footnotes; 2) processing daily transactions in the areas of: Commitments and Obligations, Travel Authorizations and Vouchers, Purchase Card Transactions; Invoice and IPAC Payments; 3) drafting, reviewing and implementing financial policies and procedures; 4) implementing financial and system internal controls that are designed properly and operate effectively; and 5) interacting with stakeholders and senior agency personnel in leading change management efforts, including oral and written briefs.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position.

Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
