Responsibilities

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Enterprise Training Division. The employee serves as an authoritative resource for the agency in the area of human resources development. Typical duties include:

  • Building effective relationships with top agency managers and acting as an advocate for Enterprise Training Division (ETD) programs.
  • Developing programs for executive and managerial training and development that emphasize the ability to create strategies for achieving the agency's long-term goals.
  • Developing an overall approach to measure the agency's return on training investment.
  • Formulating alternate costing scenarios for evaluating the costs and effectiveness of different approaches to training vendors and technologies, timing and duration of training sessions, and integration of classroom and on the job experiences.
  • Introducing new training technologies to the agency, studying current available technologies for blended approaches to learning, working closely with vendors to customize existing products to meet agency needs, recommending purchases of training technologies, and following through to implement these technologies successfully.
  • Working with managers and employees to gain acceptance for new training technologies.
  • Representing the agency at meetings and conferences involving high-level human capital managers from industry and government, giving presentations regarding agency human capital development innovations, and considering innovations from other organizations for adoption by the agency.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

1) Experience developing, implementing and evaluating programs for executive and managerial training that emphasizes strategies for achieving an organization's long term goals (e.g. managerial succession plans, innovative and developmental programs for enhancing leadership skills).

2) Experience analyzing human resources training investments to identify cost saving approaches.

3) Experience introducing new training techniques for an organization (e.g. studies current available technology for blended approaches for learning, works closely with vendors to customize existing products to meet organizational needs).

4) Experience interpreting and developing policies for the accomplishment of human resources development activities/programs for an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
